مجوز رهبری برای برداشت از صندوق ذخیره ارزی و دور زدن مجلس
انتقادات محمدرضا باهنر، نایب رئیس مجلس از دولت نهم به دلیل برداشت‌های بدون مجوز از حساب ذخیره ارزی و تخلف در واردات غیرقانونی بنزین در برنامه «نگاه یك» شبكه اول موجب شد تا یكبار دیگر نمایندگان هم‌صدا با باهنر نسبت به رفتارهای فراقانونی دولت و عبور احمدی‌نژاد از مجلس اعتراض كنند.
به گزارش خبرنگار پارلمانی كارگزاران نایب رئیس مجلس در این برنامه با اشاره به برخی برداشت‌های بدون مجوز از حساب ذخیره تاكید كرده بود «برخی وزرا همچون وزیر نفت از حساب ذخیره ارزی بدون اجازه مجلس برداشت داشته‌اند كه برای این موضوع نمایندگان می‌توانند از ابزار سوال یا حتی استیضاح استفاده كنند.» محمدحسین فرهنگی نماینده تبریز این اظهارات باهنر را براساس گزارش كمیسیون برنامه و بودجه درباره تخلفات مالی دولت نهم دانست و گفت: «یكسری انحرافات دولت از قانون بودجه كه بخشی از آن مربوط به وزارت نفت است را به رئیس مجلس ارائه كرده‌ایم.
احتمالا آقای باهنر هم براساس این گزارش اظهار نظر كرده‌اند. اما غلامرضا مصباحی‌مقدم رئیس كمیسیون اقتصادی مجلس در گفت‌وگو با كارگزاران اعلام كرد: «تا جایی‌كه ما خبر داریم دولت در سال گذشته زمانی‌كه لایحه‌ای برای برداشت از حساب ذخیره ارزی جهت واردات كالاهای اساسی آورد و مجلس با آن موافقت نكرد، بدون كسب مجوز از مجلس اقدام به برداشت 840 میلیون دلار از حساب ذخیره ارزی كرد. به گفته مصباحی‌مقدم، دولت در واكنش به اعتراضات مجلس اعلام كرد: از مقام معظم رهبری مجوز برای برداشت گرفته و از مجلس اجازه نگرفته است. رئیس كمیسیون اقتصادی مجلس تاكید كرد: «این ادعا هنوز برای ما ثابت نشده كه آیا این كسب مجوز از رهبری به‌عنوان امر فوتی و فوری صورت گرفته یا خیر». مصباحی‌مقدم درباره پیگیری ادعای دولت در كسب مجوز از رهبری برای برداشت بدون اجازه مجلس از حساب ذخیره گفت: «تا آنجا كه من اطلاع دارم، پیگیری نشد.» از سوی دیگر و به گفته مصباحی‌مقدم دولت در برداشت سه میلیارد دلار از حساب سهم نفت برای واردات بنزین نیز مرتكب تخلف شده است.
محمدحسین فرهنگی در رابطه با ادعای دولت در كسب مجوز از رهبری برای برداشت از حساب ذخیره ارزی می‌گوید: «همان‌زمان كه بحث برداشت بدون مجوز از حساب ذخیره برای واردات كالا مورد انتقاد نمایندگان قرار گرفت، دولت مدعی شد از رهبری اجازه گرفته‌اند، اما بحث هنوز تمام نشده است.» فرهنگی تاكید كرد: در جریان برداشت 4500 میلیارد تومان برای حل مشكل خشكسالی و كالاهای اساسی دولت گفت اگر همان موقع به ما اجازه می‌دادید، بهتر می‌توانستیم خرید كنیم در حالی‌كه در همان زمان مخالفت مجلس، دولت برداشت خود را از حساب انجام داده بود. فرهنگی در ادامه تصریح كرد: متاسفانه دولت آنچنان كه برای برداشت از حساب ذخیره عجله داشت، در اختصاص بودجه مربوط به خشكسالی اقدام خاصی انجام نداده و به‌رغم آنكه قرار بود هر ماه گزارش كار بدهند، به تعهد خود عمل نكردند.
