Iran's vice president said Monday the country has begun "industrial scale" production of enriched uranium, the fuel required for nuclear reactors.

"Now we are entering the mass production of centrifuges and starting to launch industrial scale enrichment, another step toward the flourishing of Islamic Iran," Vice President Gholamreza Aghazadeh said at a ceremony at Natanz.

Aghazadeh, who heads Iran's Atomic Energy Organization, did not elaborate. Industrial-scale enrichment is the term Iran uses to mean a capability to produce greater levels of nuclear fuel — which would suggest Iran has increased the number of centrifuges working at Natanz.

The announcement came as Iran celebrated the one-year anniversary of its first success in enriching small amounts of uranium at its Natanz enrichment facility in central Iran. President Mahmoud Ahmadinejad prepared to announce new progress in the key process that the United Nations has demanded Iran halt.

Ahmadinejad was attending ceremonies at the Natanz enrichment plant, where the Iranian press has speculated he will announce the installation of 3,000 centrifuges, a dramatic expansion of the program. State-run TV said only that he would announce "good nuclear news" in a speech at the ceremony.

The U.N. has imposed limited sanctions on Iran until it suspends enrichment a key process that can produce either fuel for a nuclear reactor or the basis of a warhead. The United States and its allies accuse Iran of seeking to build nuclear weapons, a claim the country denies.

Iranian state television reported Monday that an Iranian Revolutionary Guard general who is banned from traveling abroad under the sanctions has visited Russia without any difficulty. Gen. Mohammad Baqer Zolqadr, who is also deputy interior minister for security affairs, was quoted on the state TV Web site as saying that his six-day journey to Moscow, which ended Monday, showed "the ineffectiveness of the resolution."

The resolution calls on all governments to ban visits by the 15 individuals and says that should such visits occur — presumably for exceptional circumstances — the countries should notify a U.N. committee.

Russian Foreign Ministry spokesman Andrei Krivtsov confirmed that Zolqadr visited Russia. He told The Associated Press that the resolution does not prohibit visits by the listed individuals, instead calling for heightened vigilance and attention, and that "this vigilance is directed first of all at people who are directly related to nuclear programs," suggesting that Zolqadr was not.

The unveiling of new centrifuges at Natanz, in central Iran, would be a strong show of defiance toward the United Nations, which has vowed to ratchet up sanctions as long as Iran refuses to suspend enrichment. The Security Council has set a new deadline of late May.

Tensions are also high between Iran and the West following the 13-day detention of 15 British sailors by Iran. The sailors, who were seized by Revolutionary Guards off the Iraqi coast, were released on Wednesday, but since then have said they were put under psychological pressure by their captors to force them to "confess" to being in Iranian waters when captured, angering many in Britain.

Diplomats from developing nations were attending Monday's celebrations at Natanz, but diplomats from European Union boycotted to protest Iran's refusal of the U.N. demands, said the Foreign Ministry in Germany, which currently holds the EU presidency.

Iran's top nuclear negotiator, Ali Larijani, said his country was willing to negotiate with the West and offer assurances that its program is peaceful. But he said the West must accept its nuclear program as a fact.

"We are ready to reach understanding with the Westerners through a corridor of real negotiations — in the current situation, in which Iran's nuclear activities have been concluded," state television quoted Larijani as saying.

"The understanding regards assuring the other party about the peacefulness of Iran's nuclear activities," he said. "But we do not give in our rights."

نظاميان انگليسي چرا آزاد شدند؟

آيا جمهوري اسلامي ايران 15 نظامي انگليسي را تحت فشار قدرت هاي خارجي آزاد كرده است؟ اين برداشت اگر چه در ميان بازتاب هاي گسترده و فراگيري كه خبر آزادي نظاميان انگليسي در پي داشت، جايگاه قابل ذكري ندارد و تقريبا تمامي رسانه هاي خبري و محافل سياسي دنيا، ابتكار عمل جمهوري اسلامي ايران را غافلگيركننده و از موضع اقتدار ارزيابي كرده اند، اما اين ديدگاه كه نظاميان انگليسي تحت فشار قدرت هاي خارجي آزاد شده اند نيز چندان بي طرفدار نبوده و علاوه بر شماري اندك از رسانه ها و محافل خارجي، برخي از افراد و محافل در داخل كشور نيز چنين تصوري داشته و دارند. اين تلقي مخصوصا در ميان جمعي از نيروهاي دلسوز و فداكار انقلاب ديده مي شود كه با توجه به مواضع اعلام شده قبلي مسئولان نظام درباره تفنگداران بازداشت شده انگليسي، آزادي بي قيد و شرط آنها را دور از انتظار دانسته و براي آزادي آنان علت هايي غير از آنچه رسما اعلام شده است جستجو مي كنند. ترديد اين طيف بيشتر از آنجا ناشي مي شود كه يك روز قبل از آزادي نظاميان انگليسي، توني بلر، نخست وزير انگليس با اشاره به ماجراي بازداشت نظاميان يادشده اعلام كرده بود «اوضاع در 48 ساعت آينده، پراهميت و حساس خواهد بود» و شبكه تلويزيوني بي بي سي از اين اظهارنظر توني بلر با عنوان يك ضرب الاجل 48ساعته ياد كرده بود!
و اما، درباره اين ماجرا و چگونگي آن گفتني هايي هست.

1-ابتدا بايد گفت كه دلشوره برخي از نيروهاي انقلابي از چگونگي پايان ماجرا نه فقط «شور» نيست كه «شيرين» نيز هست و از حساسيت آنان نسبت به حفظ عزت و اقتدار نظام اسلامي خبر مي دهد و در همان حال، گلايه اي از تيم رسانه اي و تبليغاتي دولت نيز در ميان است كه در اين ماجرا هم مانند برخي از موارد مشابه ديگر اطلاع رساني دقيق، به موقع و همه جانبه اي نداشته است و حال آن كه ارائه گزارشي -هرچند مختصر- از رايزني ها و انتشار برخي از اخبار پيراموني مي توانست توضيح روشن و پذيرفته شده اي درباره علت و چرايي تصميم اخير باشد. به عنوان مثال، توني بلر در حالي از حساس بودن 48 ساعت آينده خبر مي داد كه سخنگوي وزارت خارجه انگليس حساسيت مورد نظر او را در عرصه ديپلماتيك و آغاز راه كارهاي سياسي جديد اعلام كرده بود و دولت انگليس همزمان با اين اظهارنظر طي نامه اي به وزارت خارجه جمهوري اسلامي ايران تعهد كرده بود كه تعرض به آبهاي سرزميني ايران تكرار نخواهد شد. بنابراين توني بلر در آخرين اظهارات خود از تهديد دست كشيده و به طور ضمني و تلويحي خواسته منطقي ايران را پذيرفته بود و...

2-ورود نيروهاي نظامي -مخصوصا نيروهاي گشتي- يك كشور به آب هاي سرزميني كشور ديگر، به ويژه در مناطقي نظير آبراهه ها كه آب هاي سرزميني دو كشور همسايه با يكديگر فاصله اي نداشته و يا فاصله چنداني ندارند، پديده دور از انتظاري نيست و در اينگونه موارد، چنانچه عملياتي -چه نظامي و چه از نوع جاسوسي و جمع آوري اطلاعات- صورت نپذيرفته باشد، گشتي هاي تعرض كننده بعد از بازجويي با اتخاذ تعهد از كشور متبوع آنها آزاد مي شوند و بازداشت طولاني مدت آنها، اگر چه مطابق «كنوانسيون 2891 جامائيكا» حق كشوري است كه به آبهاي آن تعرض شده است ولي معمولا در عرف پذيرفته شده بين المللي با اغماض روبرو مي شود. با توجه به اين روال و عرف متداول، انگليس و متحدانش انتظار نداشتند كه تجاوز گشتي هاي انگليس به آب هاي سرزميني ايران، واكنش شديد و تهاجمي جمهوري اسلامي ايران را به دنبال داشته باشد، اما ايران اسلامي به دلايلي كه اشاره خواهد شد، از اين ماجرا به عنوان يك فرصت براي نمايش اقتدار خود بهره گرفت و هيمنه ادعايي انگليس و متحدانش را به چالشي جدي كشاني

3- ورود تفنگداران دريايي انگليس به آبهاي سرزميني ايران -اروندرود- در حالي صورت گرفت كه آمريكا و متحدانش تمامي توان خود را براي وادار كردن جمهوري اسلامي به تسليم در پرونده هسته اي به كار گرفته بودند و با صدور قطعنامه هاي 7371 و 7471 شوراي امنيت سازمان ملل متحد، ايران اسلامي را در موضع ضعف تصور مي كردند و بعيد نيست كه تجاوز گشتي هاي نظامي نيز با هدف ارزيابي ميزان حساسيت كشورمان صورت پذيرفته باشد. پاسخ ايران اسلامي، اما، برخلاف انتظار آنان قاطع و مقتدرانه بود. مرزبانان كشورمان كه به حق شايسته نشان شجاعت بودند، در يك اقدام هوشمندانه و دلاورانه با بهره گيري از تاكتيك هاي رزمي ويژه، هر دو شناور نظامي انگليس و 15سرنشين آن را به اسارت گرفتند، سرعت عمل وقاطعيت رزمندگان اسلام به گونه اي بود كه يك فروند هلي كوپتر ارتش انگليس كه براي پشتيباني از گشتي ها اعزام شده بود علي رغم برخورداري از تجهيزات پيشرفته آفندي، ناچار به گريز شد و...
بعد از بازداشت 15نظامي متجاوز، مقامات انگليسي و آمريكايي به تهديدهاي غليظ و شديد روي آوردند و حتي شوراي امنيت سازمان ملل دراقدامي غيرقانوني با صدور بيانيه اي خواستار آزادي سريع نظاميان متجاوز شد و اتحاديه اروپا از تهديدهاي سياسي و اقتصادي عليه ايران سخن گفت و... پاسخ ايران اما، قاطع و صريح بود و بي اعتنا به اين رجزخواني ها، بر قانوني بودن بازداشت نظاميان انگليسي و جدي بودن در حفاظت از مرزهاي آبي، خاكي و هوايي خود تاكيد ورزيد. اين برخورد قاطع نشان داد كه ايران اسلامي برخلاف تصور آمريكا و متحدانش نه فقط در موضع ضعف نيست، بلكه كمترين تجاوز و قانون شكني دشمنان را نيز بي پاسخ نمي گذارد. اين نكته بااهميت و استراتژيكي بود كه بايد به آمريكا و متحدانش تفهيم مي شد كه شد.

4-دولت انگليس پس از آن كه از تهديدها نتيجه اي نگرفت، تلاش كرد صورت مسئله را تغيير بدهد و مدعي شد كه نظاميان انگليسي در آبهاي سرزميني عراق بازداشت شده اند! و سپاه پاسداران با تخصص ويژه اي كه دارد، دستگاههاي GPS -نشان دهنده موقعيت جغرافيايي- را دستكاري كرده است! اين ادعا، از يكسو با نظر فرمانده گارد ساحلي عراق تكذيب شد كه رسما اعلام كرد نظاميان انگليسي در آبهاي سرزميني ايران بازداشت شده اند و از سوي ديگر، با اعتراف صريح تفنگداران بازداشت شده روبرو گرديد كه حضور خود در آبهاي ايران را تائيد مي كردند.
در عرف ديپلماتيك، ادعاي انگليس كه نظاميانش به آبهاي ايران وارد نشده اند -با توجه به قطعي بودن ورود آنان- نوعي بهانه سازي و درخواست محترمانه براي آزادي آنها بود كه با تهديدهاي اوليه تفاوت آشكاري داشت.

5-مصاحبه هاي تلويزيوني نظاميان بازداشت شده و اعترافات آنها كه از موضوع مورد بحث يعني ورود به آبهاي سرزميني ايران فراتر رفته و دولت انگليس و اشغال عراق را نيز به چالش كشيده بودند، ضربه سختي به انگليس و آمريكا بود. و به نوشته « يو اس اي تودي» و گزارش مشابه روزنامه آلماني «دويچه زايتونگ» سلسله اعصاب دولت هاي آمريكا و انگليس را درهم ريخته بود.
آثار تخريبي اين مصاحبه ها براي آمريكا و متحدانش به اندازه اي ناگوار بود كه براي چند روز پياپي تقريبا تمامي رسانه هاي غربي و مقامات آمريكايي و انگليسي، بيشترين توان خود را به خنثي كردن آثار اين مصاحبه ها و محكوم كردن تهيه و پخش آن اختصاص دادند. اظهارات نظاميان دستگير شده، ضمن آن كه از برخورد انساني جمهوري اسلامي ايران با اسرا حكايت مي كرد و افكار عمومي جهانيان را به مقايسه اين برخورد با آنچه در زندان هاي گوانتانامو و ابوغريب اتفاق افتاده بود، مي كشانيد، تاكيد چند باره و مستندي بود بر اين واقعيت كه ملت هاي آمريكا و انگليس با اهداف جنگ طلبانه دولت هايشان موافق نيستند و بدنه نظامي اين دو كشور كه برخاسته از ملت هاست، خسته تر از آنند كه قادر به ادامه راه باشند.
ايران اسلامي علي رغم اعتراض ها و تهديدهاي پي در پي غرب، نه فقط پخش اين مصاحبه ها را متوقف نكرد، بلكه همه روزه بر تعداد مصاحبه شوندگان و دفعات پخش آن افزود.
اين نيز، فرصت ديگري بود كه در جريان ماجراي بازداشت نظاميان انگليسي به وجه مطلوبي از آن استفاده شد.

6-چند روز بعد از بازداشت نظاميان انگليسي، لحن آمريكا و انگليس از حالت تهديد و بهره گيري از درشت گويي به عبارات ديپلماتيك تغيير كرد و دولت انگليس كه در آغاز هرگونه مذاكره اي براي آزادي نظاميان اسير را با درشتخويي و از موضع بالا نفي مي كرد، از تصميم خود براي اعزام يك هيئت مذاكره كننده به ايران با همراهي يك مقام بلندپايه نظامي سخن گفت و در همان حال با ارسال نامه اي رسمي به وزارت خارجه كشورمان بر عدم تكرار موارد مشابه تاكيد ورزيد. همزمان با اين عقب نشيني، معاون امنيتي نخست وزير انگليس با دكتر لاريجاني دبير شوراي عالي امنيت ملي ايران مذاكره اي تلفني داشت.
در اين هنگام، خواسته اصلي ايران، يعني تعهد انگليس به عدم تكرار تجاوز -كه متضمن نوعي عذرخواهي نيز هست- تأمين شده و دولت انگليس از مواضع قبلي پائين آمده بود. با اين تغيير موضع، هيمنه -خيالي- انگليس فروريخته و به جهانيان ثابت شده بود كه ايران اسلامي در پي گيري منافع خود جدي است و مانند گذشته از تهديدها بيم ندارد.

7-آزادي دبير دوم سفارت ايران در عراق و موافقت آمريكايي ها با ملاقات مقامات ايراني با 5ديپلمات بازداشت شده كشورمان در اربيل، اگر چه ادعا مي شد كه با اسارت نظاميان انگليسي رابطه اي ندارد ولي شواهد و قرائن بسيار و از جمله اظهارات برخي از دولتمردان عراق حكايت از آن داشت كه اين رخدادها بخشي از تلاش توأم با درخواست حريف براي آزادي 15نظامي انگليسي است. البته نبايد فراموش كرد كه دبير دوم سفارت ايران در عراق ربوده شده بود و آمريكا و انگليس از عوامل اين آدم ربايي تروريستي ابراز بي اطلاعي مي كردند كه آزادي وي از رابطه مستقيم اشغالگران با عمليات تروريستي در عراق حكايت مي كند و بازداشت 5ديپلمات ايراني در اربيل نيز اقدامي غيرقانوني بوده است كه با دستگيري قانوني نظاميان انگليسي در آبهاي ايران قابل مقايسه نيست. اما، اين دو رخداد بي ترديد نشانه ديگري از عقب نشيني حريف بود.

8-با توجه به موارد فوق و آنچه در بند دوم اين يادداشت آمده است، خواسته ها و اهداف ايران اسلامي از بازداشت نظاميان انگليسي تأمين شده بود و ادامه بازداشت آنها براي زماني طولاني نه ضرورت داشت و نه موضوع به گونه اي بود كه ظرفيت طولاني تر شدن را داشته باشد. بنابراين بايد در موقعيتي مناسب آزاد مي شدند كه ميلاد پيامبر اعظم(ص) و همزماني آن با عيد پاك مسيحيان زمان مناسبي براي آن بود. مخصوصا آن كه ايران اسلامي در اين ماجرا دوبار از روش «غافلگيري» و ايجاد «شوك» بهره مي گرفت. ابتدا بازداشت نظاميان انگليسي و بي توجهي به تهديدها و اعتراض ها كه نشان مي داد ابتكار عمل در دست ايران است و شوك دوم، آزادي و عفو آنان كه نشان دهنده قدرت اداره ماجرا و يكپارچگي مديريت ايران اسلامي بود. به گونه اي كه چند رسانه معروف غربي از جمله روزنامه انگليسي اينديپندنت نوشت «ايران با تدبير خود آمريكا و انگليس را تحقير كرده است.»

9-همانگونه كه اشاره شد، ماجراي بازداشت 15نظامي انگليسي، ظرفيت محدودي براي ادامه يافتن داشت و بعد از شكست هيمنه انگليس و آمريكا، تأمين نسبي خواسته هاي ايران و تحقير افسانه ابرقدرتي غرب، ادامه ماجرا مي توانست به عنوان يك «تله» پيش پاي ايران باشد و ايران اسلامي را با مشغول كردن به اين ماجرا، از نقش آفريني به موقع در مسائل حياتي منطقه، از جمله لبنان، فلسطين، عراق و... كه با منافع ملي و ديني كشورمان در ارتباط مستقيم است، باز دارد.

10-و بالاخره، نمي توان نظر برخي از دلسوزان را كاملا نفي كرد كه اين ماجرا مي توانست با تصميم ايده آل و مطلوب تري پايان پذيرد ولي نبايد از اين نكته نيز غافل بود كه يك تصميم سياسي و تعيين كننده با تمامي جوانب آن ارزيابي مي شود و به موقع بودن تصميم با درصد بالايي از اطمينان به صحت آن، همواره بر تصميم هاي دير يا زودهنگام با درصد قابل توجهي از ابهام و احتمال منفي، برتري دارد.

Thousands of Iraqis are gathering in Najaf for a protest Monday, on the fourth anniversary of the fall of Baghdad to U.S. forces.

Radical Shi'ite cleric Moqtada al-Sadr urged Iraqis Sunday to protest the U.S. presence in Iraq and demand that Iraqi security forces stop cooperating with the U.S. military.

The threat of car bomb attacks has prompted authorities to impose a 24-hour vehicle ban in Baghdad Monday and Tuesday.

Elsewhere, the U.S. military says a car bomb attack Sunday near a hospital south of Baghdad killed 17 people and wounded 26.

Police say the blast in Mahmoudiyah was caused by a pickup truck loaded with explosives.

U.S. officials also said six American soldiers died in attacks south of Baghdad and north of the capital in Diyala and Salahuddin provinces.

MoD criticised for allowing sailors to sell their stories

The Ministry of Defence has been forced to defend its controversial decision to allow the 15 sailors and marines held captive in Iran to cash in on their ordeal and sell their stories.

Families of servicemen who have died in Iraq, and former military chiefs, have criticised the MoD's move to allow the Navy personnel to gain tens of thousands of pounds from media interviews and exclusives.

Among those who stand to benefit from the deal is Leading Seaman Faye Turney - the only woman to be captured - whose story has attracted intense media interest. An unconfirmed report said she had already agreed a deal worth more than £100,000 with ITV1's Tonight with Trevor McDonald and The Sun newspaper.

But one of the former captives, Lt Felix Carman, said any fee he was paid would go to charity. "I am not interested in making money out of this," the 26-year-old from Swansea told the BBC. "My main aim is to tell the story. There's some people who might be making money, but that's an individual's decision, that's very private, but that's not something that myself or many of the others will do."

The MoD yesterday justified its decision by arguing that the move would allow officials to have some control or "sight" over the interviews. It said the decision to sanction media interviews had been taken because of the "exceptional circumstances" surrounding the group's ordeal.

The sailors and Royal Marines were held after Iran accused them of entering its waters, a claim they denied. The personnel later said that they were blindfolded, bound and held in isolation during their 13 days of captivity. In principle, serving personnel are not allowed to enter into financial arrangements with media organisations.

The decision has caused a backlash. Mike Aston, whose 30-year-old son Cpl Russell Aston was one of six military policemen killed by a mob in Majar al-Kabir, Iraq, in June 2003, said he was "absolutely amazed" by the deal.

"Let's put it this way, regarding my son's death - and it was a very high profile case - I can put my hand on my heart and say that I've never sought or made a penny out of it in any way, shape or form. I think to sell my story would besmirch my son's memory."

Rose Gentle, whose son Fusilier Gordon Gentle, 19, was killed in Basra in June 2004, added: "This is wrong and I don't think it should be allowed."

Col Bob Stewart, former first British UN Commander in Bosnia, said that the idea made him "sick".

He added: "They [The Ministry of Defence] would say it's a pragmatic decision because actually those stories are going to come out - I understand that, it's just it makes me a bit sick."

"People who have lost loved ones might say, 'We have just had huge losses which can't be replaced by money and we've never profited out of it, and these people lived and many died and they were relatively safe in Iraq whereas many people in Iraq are not safe'."

Opposition politicians have been strongly critical of the move, with the Conservatives saying a bidding war would be inappropriate and undignified and the Liberal Democrats warning the strategy could backfire.

Max Clifford, the leading PR agent, said that he had been approached by the fathers of two of the 15 freed service personnel and had advised them to give the money to families of those who had been killed in Iraq in order to defuse a "backlash". Estimating that offers for the stories could total at least £250,000, Mr Clifford said that he believed at least three of the personnel had received approaches.

In response to the criticism, a statement from the Ministry of Defence said: "It was clear that the stories they had to tell were likely to have emerged via family and friends regardless of any decision the Navy took. "It was therefore decided to grant permission to speak to the media to those personnel that sought it, in order to ensure that the Navy and the MoD had sight of what they were going to say as well as providing proper media support to the sailors and marines in the same way as would have been the case in more ordinary circumstances."

The department added: "It is a fact that the media have been making direct contact with the families and offering them significant sums of money - this is not something that the Navy and the MoD have any control over."
