سخنرانی خاتمی در دهمین سالگرد دوم خرداد

سيدمحمد خاتمي گفت: اگر سخني از دوم خرداد مي‌گويم منهاي شخصي است كه در دوم خرداد مطرح شد و آن فرد خود را مشمول هيچ فضيلتي نمي‌داند؛ الا خضوع در برابر انسان‌ها و خدمتگزاري به ملت.

حوادث تاريخي، مظهر حقيقت تاريخي

به گزارش خبرنگار خبرگزاري دانشجويان ايران (ايسنا) رييس‌جمهور سابق كشورمان كه در مراسم بزرگداشت دهمين سالگرد حماسه‌ي دوم خرداد سخن مي‌گفت، با سلام به حاضران و همه‌ي ملت ايران و كساني كه دلشان به عشق رهايي و سعادت انسان مي‌تپد، سخنانش را آغاز كرد و با يادآوري اين‌كه ما در تاريخ و با تاريخ زندگي مي‌كنيم، گفت: اين‌كه حوادث تاريخي، مظهر حقيقت تاريخي هستند يا محرك آن و يا هردو و اين‌كه كدام‌يك بر تاريخ حاكم است و جايگاه اراده‌ي انسان در اين ميان چيست، مساله‌ايست درازدامن كه در حوصله‌ي اين جلسه نمي‌گنجد.

وي با بيان اين‌كه حوادث به هر صورت اين‌كه زاده‌ي تاريخ باشند و يا زاييده‌ي آن، نقش مهمي در تاريخ دارند، يادآور شد: گاه لحظات تكرارشونده‌ي دائمي تاريخ تقويمي با حوادثي همراه مي‌شود كه آن را بسيار معنادار مي‌كند.

خرداد تكرارشونده

رييس موسسه بين‌المللي گفت‌وگوي فرهنگ‌ها و تمدن‌ها ادامه داد: خرداد يكي از اين مقاطع و لحظات تكرارشونده‌ي تقويم تاريخي است و دست كم در سرنوشت و سرگذشت دوران معاصر، خرداد بستر و ظرف حوادثي بود كه تاثير زيادي بر ما، منطقه و جهان داشته‌اند.

مردي كه با خرداد آمد و با خرداد رفت

رييس‌جمهور سابق كشورمان در ادامه با نقبي به حادثه‌ي 15 خرداد و تاثيرات آن اظهار داشت: اين حادثه در واقع آغاز انفجار يك نهضت كه دست آخر به پيروزي هم رسيد، با محوريت انساني والا و بزرگ بود.

خاتمي هم‌چنين از 14 خرداد به عنوان رويدادي بزرگ كه در سومين ماه از تقويم تاريخي ايران جاي گرفته نام برد و گفت: 14 خرداد سالروز رحلت همان بزرگواري است كه سلسله‌جنبان واقعه‌ي تاريخي 15 خرداد بود.

وي با بيان اين‌كه حادثه‌ي 15 خرداد در كنار ناگواربودن، نكته‌ي مهمي داشت كه هنوز تحليل‌گران به صورت شايسته و بايسته به آن نپرداخته‌اند، به بدرقه‌ي تاريخي بنيان‌گذار جمهوري اسلامي از سوي مردم ايران اشاره كرد كه در كنار تمام تنگناهاي بعد از انقلاب و هزينه‌هاي سنگيني كه ملت بعد از جنگ تحميلي پرداخته بودند، باشكوه‌تر از مراسم استقبالشان از امام راحل برگزار شد.

خاتمي در ادامه با طرح اين پرسش كه راز و رمز اين اتفاق چه بوده و ملت بزرگوار ايران بر چه اساسي تصميماتي را مي‌گيرند و با صداي بلند آن را اعلام مي‌كنند؟ اظهار داشت: اين شخصيت (امام راحل) چه ويژگي‌هايي از ملت را رهبري مي‌كرد؟ اين مساله‌اي است كه بايد در جاي خود بررسي شود.

گوهر تابناك پيشاني ملت ايران

وي هم‌چنين از سوم خرداد به عنوان حماسه‌اي بزرگ كه در دل دفاع مقدس شكل گرفت، نام برد و با اشاره به آن‌چه ملت ايران در دوران دفاع مقدس به نمايش گذاشت، اظهار داشت: ملت ايران اگرچه در دوران دفاع مقدس خيلي هزينه داد، اما نه عزت خود را از دست داد و نه يك سانتيمتر مربع از خاك خود را.

به گزارش ايسنا خاتمي هم‌چنين حماسه‌ي سوم خرداد را گوهر تابناكي كه بر پيشاني ملت ايران همواره مي‌درخشد معرفي كرد و اظهار داشت: كساني كه در صحنه بودند مي‌دانند كه حماسه‌ي خرمشهر چه حادثه‌ي بزرگي بود.

هيچ فضيلتي ندارم الا خضوع در برابر مردم

رييس‌جمهور سابق كشورمان در ادامه به تبيين نگاه خود به واقعه‌ي دوم خرداد 76 پرداخت و گفت: اگر سخني از دوم خرداد مي‌گويم منهاي شخصي است كه در دوم خرداد مطرح شد و آن فرد خود را مشمول هيچ فضيلتي نمي‌داند؛ الا خضوع در برابر انسان‌ها و خدمتگزاري به ملت.

ايرانيان دوستدار مردم‌سالاري ديني

به گزارش ايسنا رييس‌جمهور سابق كشورمان با تحليل دوم خرداد گفت: از دو منظر دوم خرداد را تحليل مي‌كنم؛ يكي اين‌كه در آن روز انتخابات برگزار شد؛ انتخاباتي كه بارها برگزار شده و مي‌شود اما پيدايش پديده‌اي به نام انتخابات درخور توجه است. در اين امر دوم خرداد و ديگر روزهايي كه در آن انتخابات برگزار شده، مشترك هستند. كشوري كه در زمان طاغوت، استبدادزده بود و استخوان‌هايش خورد و شكسته شده بود، در اثر انقلاب تصميم گرفت سرنوشتش را خود رقم بزند و انتخابات، رمز حاكميت مردم بر سرنوشت خويش است كه يك حادثه‌ي مهم در كشور ما محسوب مي‌شود.

وي با بيان اين‌كه انتخابات حادثه‌ي مهمي در كشور ما در جهت خاصي است كه ملت ايران حداقل در 200 سال گذشته داشته است، گفت: اين ملتي است كه دوست دارد مردم‌سالاري سازگار با هويت ديني او باشد و اين يك امر بديع است و خواست مردم‌سالاري نيز امري بديع و گفتمان آن جهان‌شمول است.

رييس‌جمهور سابق كشورمان اظهار داشت: آن‌چه در غرب اتفاق افتاد، تنها صورتي از صورت‌هاي دموكراسي است و نه هيچ‌كس مي‌تواند و نه هيچ‌كس مي‌خواهد غير از دموكراسي را انتخاب كند. ملت ايران نيز چنين هستند، با اين خصوصيت كه علاقه‌مند هستند اين مردم‌سالاري با دين، تاريخ و فرهنگ آنها منطبق باشد.

خرداد معنادار...

خاتمي با بيان اين‌كه دوم خرداد نيز يكي از مظاهري بود كه انتخابات در آن صورت گرفت، اما با ويژگي مهم، خاطرنشان كرد: تاكيد مي‌كنم بر اين‌كه در اين خصوصيات، چشم خود را به روي فردي كه انتخاب شد ببنديد و به مسائل ديگر توجه كنيد. دوم خرداد اولا انتخابي معنادار بود. همه‌ي انتخابات مهم است اما معناداري اين انتخابات امر ديگريست كه آن را از ساير انتخابات‌ها متفاوت مي‌كند.

رقابتي‌ترين انتخابات

وي ادامه داد: انصاف اين است كه اگر نگوييم انتخابات دوم خرداد، تنها انتخابات (البته در عرصه‌ي رياست‌جمهوري كه مهم‌ترين قوه را در يك نظام دموكراتيك به عهده مي‌گيرد) بود، مي‌توانيم بگوييم تقريبا تنها انتخاب رقابتي جدي بود؛ رقابتي سخت و نفس‌گير، و آن‌چه حاصل شد برخلاف انتظار يا تحليلي بود كه خيلي‌ها داشتند. در دوم خرداد اگر آرا به هم نزديك بود اين معناداري وجود نداشت و يا اگر اين دو انتخابات دو مرحله‌اي مي‌شد و راي در 15 درصد مشخص مي‌شد، معناداري نداشت؛ اما ترديدي نيست كه در دوم خرداد يك روش، يك بينش و يك منش انتخاب شد؛ اما اين‌كه توانسته است خواسته‌هاي مردم را برآورد يا نه، مساله‌ي ديگريست.

اتحاد بزرگ ايرانيان

خاتمي، انتخابات دوم خرداد را مظهر اتحاد ملي خواند و گفت: امسال نيز با هوشياري درستي، نام اتحاد ملي انتخاب شده است. جز خود انقلاب كه شاهد اتحاد عجيبي در آن بوديم كه جهان را شگفت‌زده كرد، در ساير مسائل سياسي بدون هيچ تعصبي بايد بگويم هيچ‌گاه مانند دوم خرداد صاحب اتحاد ملي نبوديم. همه‌ي مردم، همه‌ي طبقات و به ويژه نسل جواني كه حتي انقلاب را درك نكرده بود، در اين حماسه شركت كرد؛ اتحادي كه با هر ديدي به آن نگاه كنيم، نمي‌توانيم آن را ناديده بگيريم.

خوش ندارم از گذشته بگويم

وي با بيان اين‌كه دوم خرداد توانست همه‌ي تهديدها را كه در آن زمان فراوان بود و هنوز هم هست به فرصت تبديل كند، خاطرنشان كرد: من در اين‌جا درصدد بيان دستاوردهاي اقتصادي، امنيتي، آزادي و پيشرفت كشور و دستاوردهاي بين‌المللي حاصل از دوم خرداد نيستم و البته نمي‌خواهم بگويم اين حادثه عزت مردم ايران را در جهان بالا برد يا نه و نمي‌خواهم بگويم در اين جريان، ملت ايران چهره‌ي قاطع خود را نشان داد يا خير. خوش هم ندارم در اين مورد صحبت كنم، البته مقايسه‌ي دستاوردهاي دوم خرداد با قبل و بعد از آن كار سختي نيست.

سنت‌ستيزان و سنت‌پرستان

رييس‌جمهور سابق كشورمان در عين حال به كاستي‌هاي دوم خرداد اشاره كرد و گفت: يكي از مشكلات بزرگ تاريخي ما كه هنوز هم وجود دارد، تشتت فكري در عرصه‌ي جريان دوم خرداد است كه هنوز هم در جامعه وجود دارد كه البته به جامعه‌ي ما اختصاص ندارد. مشكل بزرگ رهايي‌بخشي و اصلاح‌خواهي مردم ايران است كه در ميان دو جريان سنت‌پرستي و سنت‌ستيزي قرار دارد كه اين دو جريان، نظام فكري مشخصي دارند.

وي اضافه كرد: اصلاحات در اين ميان در ميان اين دو سنت سنت‌پرستي و سنت‌ستيزي با توجه به اين‌كه تازه است و از دل تاريخ برمي‌آيد و هنوز هم ادامه دارد، به يك تفكر مدون نياز دارد و متاسفانه برخي از تحليل‌ها به اين تشتت و داوري‌ها مي‌افزايد.

ادعا مي‌كنم و مي‌توانم ثابت كنم...

به گزارش ايسنا خاتمي در ادامه‌ ضعفي را كه به گفته‌ي وي به طور طبيعي در برنامه‌هاي جريان دوم خرداد وجود داشت، يكي ديگر از كاستي‌هاي اين جريان عنوان كرد و افزود: البته من ادعا مي‌كنم و مي‌توانم ثابت كنم كه داراي بابرنامه‌ترين دولت بعد از انقلاب {بوده‌ام} و منسجم‌ترين و سنجيده‌ترين و كارشناسانه‌ترين برنامه‌ها در بعد از انقلاب، در دولت‌هاي حاصل دوم خرداد بود.

خاتمي افزود: چه در گام اول و چه در گام دوم و چه در دو برنامه‌اي كه توسط دولت اصلاحات با حضور كارشناسان تدوين شد و يك برنامه‌ي آن اجرا و برنامه‌ي آن به دست عزيزان بعدي سپرده شد كه بايد اجرا شود، اين ادعا صادق است.

وي گفت: البته اين امر به اين معنا نيست كه اين برنامه‌ها هيچ عيبي نداشت اما همه‌ي نيازها و اولويت‌هاي جامعه در اين برنامه‌ها لحاظ شده بود و تلاش شد بدون كمترين نقصي انجام شود؛ گرچه كدام كار بشري است كه بدون نقص باشد؟

مشكل بزرگ فراراه ملت ايران

رييس موسسه بين‌المللي گفت‌وگوي فرهنگ‌ها و تمدن‌ها سومين كاستي دولت اصلاحات را در اجرا دانست و گفت: دست‌اندركاران اجرا، انسان داراي نقص و ضعف هستند و علي‌رغم اين‌كه خالصانه و مخلصانه تلاش مي‌شد كه كارهاي بزرگي صورت گيرد اما طبيعتا در اجرا نقص‌هايي داشتيم.

خاتمي افزود: مهم‌ترين كاستي و مانع ساختاري و رفتاري در برابر اجراي برنامه‌ها و تامين خواسته‌ها، مشكلي بود كه يكي از مشكلات كنوني تاريخ ما و مانعي در جهت تحقق خواسته‌هاي بزرگ ملت بوده است.

وي گفت: ملت ايران خواستار مردم‌سالاري سازگار با اسلام بود و انتخابات هم بستر مردم‌سالاري است و راز و رمز مردم‌سالاري نيز بسته به برگزاري انتخابات است.

رييس‌جمهور سابق كشورمان در ادامه سخنانش با بيان اين كه جمهوري ما مي‌خواهد اسلامي باشد گفت: اين مساله از يك سو به راي مردم متكي است كه در انتخابات تجلي دارد و البته نظام ما اسلاميست كه از اين جهت در هر دو مورد نگراني وجود دارد.

خاتمي اضافه كرد: براي آسيب‌شناسي نظام و جامعه‌ي ما بايد در زمينه‌هاي مذكور بدون هياهو بحث علمي و راهيابي كرد و قطعا اين مساله هم داراي موافق و مخالف است.

بايد از تشريفاتي‌شدن انتخابات نگران بود

وي با تاكيد بر اين‌كه اگر در يك جامعه، انتخابات امر تشريفاتي شد اما ملت حقيقتا خواستار مردم‌سالاري بود، بايد نگران بود، افزود: از ديگر ويژگي‌هاي حاصل انتخاب مردم ايران در دوم خرداد كه يك حادثه‌ي شگفت‌انگيز و بي‌سابقه يا كم‌سابقه در جهان بود اين است كه در اين كشور، دولت (قوه‌ي اجرايي) مدافع و طرفدار آزادي بود و در همه‌ي صحنه‌ها براي حفاظت از راي مردم و جلوگيري از شيوه‌هاي ديكتاتورمنشانه در صحنه بود و نظارت داشت.

خاتمي با بيان اين‌كه نظارت يعني براي فراهم‌آوردن فضاي آزادي براي انتخاب مردم و جلوگيري از اين‌كه اعمال قدرت عليه راي مردم نشود و از خودكامگي و رفتار دلبخواهي آن‌كه قدرت را در دست دارد جلوگيري شود، تلاش شود، افزود: آيا شگفت نيست كه در ايران دولت مدافع تشكل‌ها و آزادي راي مردم باشد؟ و احيانا آنها كه بايد مدافع حق مردم باشند با اعمال روش‌هاي قيم‌مآبانه نظارت كنند. اين يك مشكل است كه بايد به آن دقت شود.

وي با تاكيد بر اين‌كه اگر خواستار دموكراسي و مردم‌سالاري هستيم، بايد متوجه باشيم كه زمينه‌ي اعمال حق و آزادي مردم كه در راي دادن آشكار مي‌شود فراهم شود، افزود: از اين‌كه انتخابات به يك امر تشريفاتي مبدل شود بايد نگران شويم.

ظواهري كه مي‌توانند رهزن دين شوند

رييس‌جمهور سابق كشورمان با اشاره به اسلامي‌بودن نظام جمهوري اسلامي افزود: اسلام و دين، بزرگ‌ترين هديه به انسان است و هيچ چيز بدتر از آن نيست كه دين به ظاهرپرستي و ظاهرگرايي مبتلا شود؛ البته در دين، مناسك و ظواهر داريم كه اگر مناسك را از دين جدا كنيم، دين ناقص مي‌شود و ظواهر و مناسك نشانه‌ي راهيست به سوي يك واقع و باطن.

خاتمي گفت: اگر آن باطن فراموش شد و مورد توجه قرار نگرفت و ظاهر اصل شد و اگر در ظاهر هم بر عادت‌ها پافشاري شد، حتي ممكن است همان ظواهر هم به جاي اين‌كه راه باشد، راهزن شود.

رييس‌جمهور سابق كشورمان افزود: در جوامع ديني بايد نگران ظاهرپرستي و قرباني‌شدن روح دين باشيم.

احزابي كه بايد باشند تا...

خاتمي با بيان اين‌كه براي ما كه كار تازه‌اي را شروع كرده‌ايم انتخابات و اسلام هر دو مهم است و بايد نسبت به هر دو نگران بود، گفت: مساله‌ي ديگر در كشور ما اين است كه در انتخابات و عرضه‌ي امور تا چه حد احساسات و تا چه حد تعقل و تدبير غلبه دارد و اين منوط است به اين كه مردم چه‌قدر روي اين مساله فكر كنند.

وي با بيان اين‌كه از جمله ساز و كارهاي جهان براي اين كار كه تجربه هم شده، پيوند گسست‌ناپذير تحزب با مردم‌سالاري است، گفت: اگر حزب در كشور نباشد نمي‌شود يك برنامه‌ي سنجيده عقلاني را به مردم رساند و البته اگر برنامه باشد و زمينه‌ي انتقال آن فراهم نباشد، مشكل پيش مي‌آيد.

رييس‌جمهور سابق كشورمان با بيان اين‌كه تحزب به دو دليل در جامعه‌ي ما با مشكل روبه‌رو شده است، در عين حال از تازه‌كار بودن در تحزب در كشور به عنوان يكي از دو دليل ياشده ياد كرد و گفت: از ما كه تازه‌كاريم نمي‌شود انتظار داشت در اين مدت كوتاه صاحب احزاب مستحكم و سنجيده باشيم. در كشور ما هم فرهنگ دموكراسي جا نيفتاده كه قدر حزب دانسته شود و هم خود احزاب راهكارهاي ايجاد پيوند با ملت و عدم تحميل خواسته‌هايي را كه به نام خواست ملت وجود دارد، به خوبي نمي‌دانند.

خاتمي با تاكيد بر اين‌كه احزاب مستقل و تشكل‌هاي مدني حتما براي پا گرفتن بايد از سوي حاكميت حمايت مادي و معنوي شوند، افزود: در كشور ما به خاطر نبود اين امر، بعضا احزاب، مزاحم تلقي مي‌شوند.

براي مردم‌سالاري هزينه بپردازيم

به گزارش ايسنا خاتمي در ادامه با بيان اين كه بايد ياد بگيريم اگر واقعا مردم‌سالاري توام با دين‌داري مي‌خواهيم، لوازمش را فراهم كنيم، افزود: نمي‌خواهم بگويم دشمنان توطئه نمي‌كنند و نمي‌خواهند از همه چيز اعم از حقوق بشر و القاي بعضي شعارها عليه ايران سوءاستفاده نكنند.

وي با تاكيد بر اين كه ممكن است دشمنان سوءاستفاده كنند، اضافه كرد: شما نيز براي طي اين مسير بايد هزينه بپردازيد.

رييس‌جمهور سابق كشورمان در ادامه با تاكيد بر لزوم برخورداري از احزاب قوي و تقويت فرهنگ تحزب اظهار داشت: مردم توقعات، خواست‌ها و ايده‌آل‌هايي دارند و فكر مي‌كنند شعارها مي‌تواند اين خواست‌ها را محقق كند اما بعد از محقق‌نشدن دلسرد مي‌شوند.

وي با بيان اين كه بعد از اين كه برنامه و شعاري مطرح مي‌شود چه ضمانتي براي پياده‌شدن آن وجود دارد؟ از دموكراسي به عنوان راه‌حلي قابل قبول در اين حوزه نام برد.

راه كم‌هزينه و پرفايده دموكراسي

خاتمي كه در اظهاراتش دموكراسي را كم‌هزينه‌ترين و پرفايده‌ترين راه براي اداره جامعه برشمرد و تحقق خواست‌هاي مردم را در كنار تمام نقدهاي مطرح‌ و وارد بر آن مي‌دانست، از آن به عنوان راهكاري كه ما نيز آن را انتخاب كرده‌ايم و افتخاري در شعارهاي انقلاب و موازين اسلام محسوب مي‌شود، نام برد.

صداي رساي اسلام خميني

وي كه جايگاه دموكراسي در اسلام با قرائت مورد قبول نظام جمهوري اسلامي را عاملي در جهت اين كه صداي اين اسلام از صداهاي برآمده از ساير قرائت‌هاي اين دين رساتر باشد، خواند، از اسلامي كه مورد قبول جمهوري اسلامي است به عنوان اسلام عدالت و خردگرايي در ميان تمام امواج سهمگيني كه وجود دارد نام ‌برد و اين اسلام را اسلام پايبند به مردم‌سالاري ناميد.

وي اضافه كرد: به همين دليل ما در ميان شيوه‌هاي اداره‌ي حكومت، جمهوري اسلامي را انتخاب كرديم اما اگر ما اين مساله را بپذيريم بايد به لوازم آن هم تن در دهيم.

رييس موسسه بين‌المللي گفت‌وگوي فرهنگ‌ها و تمدن‌ها در ادامه با تاكيد بر جايگاه اقليت و نقش بيان آزاد عقايد در اصلاح و بهبود لحظه به لحظه‌ي برنامه‌ها از آن به عنوان شيوه‌اي كه در نظام‌هاي پارلماني محور و مدار حركت قرار مي‌گيرد، نام برد.

وي در عين حال خاطرنشان كرد: در كشورهايي كه تازه مردم‌سالاري را آغاز كرده‌اند، اولا در تدوين برنامه‌ها مشكلاتي وجود دارد و ثانيا همان چيزي كه به وجود مي‌آيد، ضمانت اجرايي ندارد و ممكن است موانعي بر سر راه ايجاد شود.

پاسخي براي پرسشي تاريخي...

رييس‌جمهور سابق كشورمان با تاكيد بر اين كه ما در مرحله‌ي حساس تاريخي قرار داريم، با طرح اين پرسش كه چه بايد كرد؟ اظهار داشت: اولا در راستاي انتخاباتي مهم قرار داريم و ثانيا سالي كه در آن هستيم، سال اتحاد و انسجام اسلامي نام گرفته كه به هر دو دليل رسالت بزرگي داريم. كساني كه روش و منشي را مي‌پسندند و احساس مي‌كنند مي‌توانند از اين مسير بايد براي دفع خطر، قوت و انسجام جامعه، استفاده كرد، بايد تلاش كنند و در عرصه حضور داشته باشند.

ايده‌آليست‌هاي عمل‌گرا...

وي با تاكيد بر اين كه بايد همواره ايده‌آلي فكر كرد و واقع‌بينانه عمل، گفت: اگر در عمل ايده‌آلي رفتار كنيم همواره مجبور به تحمل شكست مي‌شويم.

انديشه در خانه مي‌ميرد

خاتمي تصريح كرد: واقعيت اين است كه بودن در عرصه و به‌دست آوردن نكات و زمينه‌هايي كه قانوني و شرعيست و امكان و قدرت براي پياده‌شدن و اجرا در عمل را مي‌دهد، مي‌تواند گام‌هاي موثري باشد، اما انديشه، فكر و سليقه‌اي كه در خانه بماند و امكان تلاش در عرصه را نداشته باشد، بعد از مدتي مي‌ميرد يا به چيز خرد و بي‌فايده‌اي تبديل مي‌شود؛ پس حضور در عرصه براي دفاع از فكر و روش مهم است.

انتخابات آزاد و پرشور؛ مساوي اتحاد ملي

وي هم‌چنين يادآور شد: اگر خواستار اتحاد ملي هستيم و تهديدي هم داريم بهترين راه برگزاري انتخاباتي پرشور و البته آزاد است.

ABC News: Bush Authorizes New Covert Action Against Iran

This evening, ABC’s World News Tonight reported that the “United States has opened a new front in its showdown with Iran.” According to the report, President Bush has directed the CIA to carry out covert operations both inside and outside Iran “aimed directly at weakening the Iranian regime.”

ABC’s investigative correspondent Brian Ross said the CIA’s “non-lethal” program had received “secret presidential approval.” Officials told ABC the CIA plan “takes the place of proposed U.S. military action against Iran, reportedly advocated by Vice President Cheney.” Watch it:

The sources, who spoke on the condition of anonymity because of the sensitive nature of the subject, say President Bush has signed a “nonlethal presidential finding” that puts into motion a CIA plan that reportedly includes a coordinated campaign of propaganda, disinformation and manipulation of Iran’s currency and international financial transactions.

“Vice President Cheney helped to lead the side favoring a military strike,” said former CIA official Riedel, “but I think they have come to the conclusion that a military strike has more downsides than upsides.”

The covert action plan comes as U.S. officials have confirmed Iran had dramatically increased its ability to produce nuclear weapons material, at a pace that experts said would give them the ability to build a nuclear bomb in two years.

Vali Nasr, an Iran expert at the Council on Foreign Relations, said “I think everybody in the region knows that there is a proxy war already afoot with the United States supporting anti-Iranian elements in the region as well as opposition groups within Iran. And this covert action is now being escalated by the new U.S. directive, and that can very quickly lead to Iranian retaliation and a cycle of escalation can follow.”

Pelosi: ‘I’m Not Likely To Vote For Something That Doesn’t Have A Timetable’

Speaker Nancy Pelosi (D-CA) confirmed at a press conference late this afternoon that she does not intend to vote for the Iraq deal reached today by the White House and Congress. “I’m not likely to vote for something that doesn’t have a timetable or a goal,” she said, while still praising the deal as “a recognition by the administration that a new direction was called for by the American people.”

Later, House Appropriations Chairman David Obey (D-WI) insisted that “we intend to continue that fight” for an Iraq timeline “on every vehicle available to us,” adding that the “first two vehicles that we expect to join the issue on are the defense appropriations bill in July and the defense supplemental appropriations bill in September.”

Rahm Emanuel (D-IL) called the deal “the beginning of the end of the president’s policy in Iraq,” citing the 18 benchmarks and two required ‘progress reports’ laid out in the legislation. Rep. James Clyburn (D-SC), the House Majority Whip, pointed out that the bill will allow for passage of the first minimum wage increase in a decade, and for more than $6 billion to be delivered to victims of Hurricanes Katrina, Rita, and Wilma.

Jody Williams, Shirin Ebadi and four other female Nobel prize laureates have urged civilians to press for the elimination of cluster bombs.

"While so many of the world's arms cause so much human misery, cluster munitions deserve to be singled out as an especially pernicious weapon of ill repute," Williams said.

"They have become synonymous with civilian casualties," the US Nobel laureate read from the statement signed by her and five women Nobel Peace Prize winners: Rigoberta Menchu (Guatemala-1992); Shirin Ebadi (Iran-2003); Wangari Maathai (Kenya-2004); Betty Williams and Mairead Corrigan Maguire (Ireland-1976).

An international conference in Lima, Peru opening Wednesday will seek to ban the weapons.

Ninety-eight percent of 11,044 recorded cluster munitions casualties that have been registered with Handicap International are civilians. Cluster munitions are hotly opposed by many individuals and hundreds of groups, such as the Red Cross, the Cluster Munition Coalition and the United Nations, because of the high proportion of civilians that have fallen victim to the weapon.

"They cause too many entirely predictable civilian deaths and injuries during attacks because they saturate such a large area with no degree of precision whatsoever," Williams said.

Williams, whose work to ban landmines garnered the 1997 Nobel Peace Prize, represents the Cluster Munition Coalition, which urged South America to follow Central America, which has already banned the weapons.

Representatives of more than 100 countries are expected in Lima for the conference that follows up on work begun February in Oslo, where 47 countries signed the Oslo Declaration seeking to ban the weapons.

Many countries shattered by their effects such as Afghanistan, Cambodia, Lebanon, Vietnam and Laos also were to be on hand.

Argentina, Brazil and Chile currently manufacture cluster bombs in South America. China, Russia and the United States, the largest manufacturers of cluster bombs, oppose the ban. Israel most recently used the bombs less than a year ago on Lebanon and the bombs are causing more and more causalities everyday.

"They go on killing and maiming, for days, weeks, years, even decades after the attacks because they leave behind huge numbers of so-called duds that act just like antipersonnel landmines," Williams said.

"These indiscriminate, inaccurate, and unreliable weapons cannot be allowed to proliferate."

"Eliminated now, the world will not face their global contamination as it has with landmines," she added.

At least 400 million people live in areas contaminated by these unexploded weapons, the groups said, largely in the Middle East, where they are used by Israel, the former Yugoslavia and South East Asian countries, where the United States deployed them in the
1970s.
Cluster bomb takes Vietnamese boy
In Vietnam, it has been reported that people are still being killed as a result of cluster bombs and other objects left by the US and South Vietnamese militaries. Estimates range up to 300 people per year. In post-war Kosovo unexploded cluster bomblets caused more civilian deaths than landmines. Cluster bombs have claimed 30 civilians and wounded 191 in Lebanon since the August 14, 2006 ceasefire in the 2006 Israeli-Lebanon conflict.

Close to a million unexploded bombs are estimated to litter southern Lebanon, according to UN figures, threatening mostly children who pick them out of curiosity.

Iran, like the West, has a drugs problem

TEHRAN (Reuters) - Young Iranians queue for methadone to help end years of drug addiction. Elsewhere in the building, a pale, bearded man lies motionless on a bed, his eyes closed, after starting detoxification.

In the yellow brick building in downtown Tehran, an Iranian non-governmental organization is helping people kick the habit and fighting narcotics abuse that blights hundreds of thousands of Iranians' lives, and wrecks families.

The scale of drug abuse in Iran, which straddles a major smuggling route, is a problem the conservative Islamic state shares with the United States and its other Western foes -- and one that seems to be growing.

"We are very busy here," said nurse Mariam Zahab, preparing small packets of white methadone powder for those waiting for their weekly dose of heroin or opium substitute in the clinic run by the Aftab (sunshine) Society.

"It is a big problem and it is growing, we see it, we experience it," said the middle-aged woman dressed in a loose-fitting hijab, sitting behind a wooden desk in Aftab's spartan premises.

Iran shares a 900-km (560-mile) border with Afghanistan, the world's number one producer of the opium poppy which is the key ingredient for heroin. Opium production there rose by as much as 50 percent last year to supply more than 90 percent of global heroin, according to a United Nations estimate.

One of Aftab's patients said it was now easier to find narcotics in Tehran than alcohol -- also banned in Iran.

"I've used drugs for 18 years -- cannabis, opium and heroin," said Vahid, 35, like others here wary of giving his full name. "It is very cheap."

NUMBERS UP, AGES DOWN

The United Nations' top anti-drugs official in Tehran said an estimated 1.2 to 2 million people from a total population of 70 million in Iran take drugs.

"Iran is experiencing increased pressure from traffickers," said Roberto Arbitrio, representative in Iran of the United Nations Office on Drugs and Crime (UNODC).

Thousands of Iranian police have been killed in clashes with heavily armed smugglers since Iran's 1979 Islamic revolution, but heroin and opium keep flowing across the eastern border.

Experts say availability and affordability -- coupled with a lack of jobs and poor economic prospects for many among Iran's growing young population -- are factors fuelling consumption.

"This is very dangerous; the statistics go up, and the ages go down," said Aftab head Parviz Maleki.

The authorities are signaling determination to crack down, fortifying the remote frontier with Afghanistan and Pakistan by building long embankments of rock and earth and digging deep ditches in an attempt to stop the criminal gangs.

"For years ... we have witnessed an increase in drug smuggling," a senior official at the Iranian prosecutor's office, Nasser Seraj, told the Mehr news agency.

As part of another campaign, addicts who do not turn themselves in for voluntary treatment will be rounded up and taken to camps in Tehran and elsewhere, Iranian media reported.

Arbitrio said Iran was stepping up its anti-drugs efforts and had developed relatively advanced strategies for prevention and treatment, a system supported by a network of non-governmental organizations like Aftab.

"POCKET-MONEY TO BUY OPIUM"

Established in 1998, Aftab says it was the first Iranian NGO set up against narcotics use after the revolution 28 years ago. It has several branches in Iran, with volunteers including doctors and psychologists.

It receives funding from Iranian government-run charities and also charges patients what it describes as a small fee which, it says, deters them from relapsing.

Still, the number of people it treats -- over 900 last year -- represents only a fraction of Iranian addicts.

"We've had many successes but, sure, it is not enough," Maleki said.

Hamid, Vahid's younger brother, said a friend of his father gave him drugs for the first time in the early 1990s. "I was 14. I was curious," he said.

"I used pocket-money to buy opium, spending 70,000 rials (about $8) a week," said the fit-looking 29-year-old, his fresh face showing little sign of the abuse.

That amount quickly adds up in a country where a school teacher may earn just $300 a month.

Fear of the future, parental pressure and lack of money led the brothers to quit a few months ago after several failed attempts.

But still they prefer to spend time at Aftab to stay away from temptation on the streets of the Iranian capital. "It was very hard to stop and every day is a struggle," said Vahid.

Doctor Mohammad Ali Shahraki said most of his patients at Aftab were between 15 and 25 years old, many of them using relatively new drugs in Iran such as crack and ecstasy.

"Stigma and guilt make addiction complicated and difficult to fight," he said. "We cannot overcome this problem. Our goal is to reduce the harm and prevent dangerous side effects such as
HIV."

U.S. urges complaint against IAEA chief

VIENNA, Austria - The United States wants its allies to join in a formal protest against the head of the U.N. nuclear watchdog agency for suggesting that Iran be allowed to keep some elements of its uranium enrichment program, diplomats said Tuesday.


They said Washington fears the comments from the head of the International Atomic Energy Agency could undermine U.N. Security Council's effort to pressure Tehran into fully scrapping enrichment.

The Americans apparently are concerned Mohamed ElBaradei's statements could exacerbate traditional splits between Russia and China and the United States, Britain and France, the three other permanent Security Council members.

While the Western council members have traditionally pushed for tough sanctions on Iran, opposition by Moscow and Beijing has led them to settle for watered-down sanctions less rigid than they originally proposed since the first set was agreed on Dec. 23.

The U.S. mission to the IAEA had no immediate comment beyond confirming that mission head Gregory L. Schulte was in Washington for "consultations."

Diplomats, who insisted on anonymity because of the delicate nature of the issue, spoke to The Associated Press before the release of a report from ElBaradei that could act as a trigger for a third set of Security Council sanctions on Iran.

Their revelations exposed a hardening of positions on how to deal with Iran's enrichment program, which potentially could produce material for nuclear bombs. Iran denies that is its goal, saying it wants only to produce fuel for nuclear reactors that generate electricity.

In public remarks over the past two weeks, ElBaradei said he feels it is too late to force Tehran to scrap its enrichment program as demanded by the Security Council and argued instead for implementing inspection safeguards to prevent an expansion of the program.

"I believe that (U.N.) demand has been superseded by events," ElBaradei told the Spanish newspaper ABC. Instead, he said, "the important thing now is to concentrate on Iran not taking it to industrial scale."

Iran's ultimate stated goal is running 54,000 centrifuges to churn out enriched uranium — enough for dozens of nuclear warheads a year.

Some members of the IAEA's decision-making 35-nation board share ElBaradei's view. But the U.S. and its closest board allies, including Britain, France, Australia, Canada and Japan, fear such comments could weaken Security Council resolve on punishing Iran for defying the U.N. demand.

Agency officials refused to comment on details of the report ahead of its release to board members and the Security Council. But it was expected to confirm information leaked over the past weeks that Iran has demanded the demand for a suspension of enrichment and expanded that work.

With the council's deadline for Iranian compliance coming Thursday, the report could set the stage for further sanctions against the Islamic republic.

Despite Iranian insistence its nuclear program has only peaceful intentions, it has been hit with two sets of U.N. sanctions because of suspicions bred by nearly two decades of Tehran's clandestine nuclear activities, including questionable black-market acquisitions of equipment and blueprints that appear linked to weapons plans.

The diplomats said Tuesday that the IAEA's report would likely confirm that Iran has assembled more than 1,600 centrifuges at its underground facility at Natanz and is running about 1,300 of them, producing small amounts of uranium enriched to about 5 percent.

While that level is far below the 90 percent needed to produce weapons, the number of centrifuges running — and producing enriched material — is grounds for concern for the Security Council because it documents an expanding and functioning program.

The last report from ElBaradei three months ago put the number of connected centrifuges at around 1,000 and said no enrichment had begun.

One of the diplomats said the report would additionally likely suggest that Iranian experts had ironed out many of the glitches hamstringing enrichment efforts only a few months ago that had caused breakdowns in experimental, smaller-scale centrifuge operations.

"This is a program that is well on its way to full development," he said. "And if they can enrich to 5 percent, there is no potential limit to how high they can enrich.

Iran's secret plan for summer offensive to force US out of Iraq

Iran is secretly forging ties with al-Qaida elements and Sunni Arab militias in Iraq in preparation for a summer showdown with coalition forces intended to tip a wavering US Congress into voting for full military withdrawal, US officials say.

"Iran is fighting a proxy war in Iraq and it's a very dangerous course for them to be following. They are already committing daily acts of war against US and British forces," a senior US official in Baghdad warned. "They [Iran] are behind a lot of high-profile attacks meant to undermine US will and British will, such as the rocket attacks on Basra palace and the Green Zone [in Baghdad]. The attacks are directed by the Revolutionary Guard who are connected right to the top [of the Iranian government]."

The official said US commanders were bracing for a nationwide, Iranian-orchestrated summer offensive, linking al-Qaida and Sunni insurgents to Tehran's Shia militia allies, that Iran hoped would trigger a political mutiny in Washington and a US retreat. "We expect that al-Qaida and Iran will both attempt to increase the propaganda and increase the violence prior to Petraeus's report in September [when the US commander General David Petraeus will report to Congress on President George Bush's controversial, six-month security "surge" of 30,000 troop reinforcements]," the official said.

"Certainly it [the violence] is going to pick up from their side. There is significant latent capability in Iraq, especially Iranian-sponsored capability. They can turn it up whenever they want. You can see that from the pre-positioning that's been going on and the huge stockpiles of Iranian weapons that we've turned up in the last couple of months. The relationships between Iran and groups like al-Qaida are very fluid," the official said.

"It often comes down to individuals, and people constantly move around. For instance, the Sunni Arab so-called resistance groups use Salafi jihadist ideology for their own purposes. But the whole Iran- al-Qaida linkup is very sinister."

Iran has maintained close links to Iraq's Shia political parties and militias but has previously eschewed collaboration with al-Qaida and Sunni insurgents.

US officials now say they have firm evidence that Tehran has switched tack as it senses a chance of victory in Iraq. In a parallel development, they say they also have proof that Iran has reversed its previous policy in Afghanistan and is now supporting and supplying the Taliban's campaign against US, British and other Nato forces.

Tehran's strategy to discredit the US surge and foment a decisive congressional revolt against Mr Bush is national in scope and not confined to the Shia south, its traditional sphere of influence, the senior official in Baghdad said. It included stepped-up coordination with Shia militias such as Moqtada al-Sadr's Jaish al-Mahdi as well as Syrian-backed Sunni Arab groups and al-Qaida in Mesopotamia, he added. Iran was also expanding contacts across the board with paramilitary forces and political groups, including Kurdish parties such as the PUK, a US ally.

"Their strategy takes into account all these various parties. Iran is playing all these different factions to maximise its future control and maximise US and British difficulties. Their co-conspirator is Syria which is allowing the takfirists [fundamentalist Salafi jihadis] to come across the border," the official said.

Any US decision to retaliate against Iran on its own territory could be taken only at the highest political level in Washington, the official said. But he indicated that American patience was wearing thin.

Warning that the US was "absolutely determined" to hit back hard wherever it was challenged by Iranian proxies or agents inside Iraq, he cited the case of five alleged members of the Revolutionary Guard's al-Quds force detained in Irbil in January. Despite strenuous protests from Tehran, which claims the men are diplomats, they have still not been released.

"Tehran is behaving like a racecourse gambler. They're betting on all the horses in the race, even on people they fundamentally don't trust," a senior administration official in Washington said. "They don't know what the outcome will be in Iraq. So they're hedging their bets."

The administration official also claimed that notwithstanding recent US and British overtures, Syria was still collaborating closely with Iran's strategy in Iraq.

"80% to 90%" of the foreign jihadis entering Iraq were doing so from Syrian territory, he said.

Despite recent diplomatic contacts, and an agreement to hold bilateral talks at ambassadorial level in Baghdad next week, US officials say there has been no let-up in hostile Iranian activities, including continuing support for violence, weapons smuggling and training.

"Iran is perpetuating the cycle of sectarian violence through support for extra-judicial killing and murder cells. They bring Iraqi militia members and insurgent groups into Iran for training and then help infiltrate them back into the country. We have plenty of evidence from a variety of sources. There's no argument about that. That's just a fact," the senior official in Baghdad said.

In trying to force an American retreat, Iran's hardline leadership also hoped to bring about a humiliating political and diplomatic defeat for the US that would reduce Washington's regional influence while increasing Tehran's own.

But if Iran succeeded in "prematurely" driving US and British forces out of Iraq, the likely result would be a "colossal humanitarian disaster" and possible regional war drawing in the Sunni Arab Gulf states, Syria and Turkey, he said.

Despite such concerns, or because of them, the US welcomed the chance to talk to Iran, the senior administration official said. "Our agenda starts with force protection in Iraq," he said. But there were many other Iraq-related issues to be discussed. Recent pressure had shown that Iran's behaviour could be modified, the official claimed: "Last winter they were literally getting away with murder."

But tougher action by security forces in Iraq against Iranian agents and networks, the dispatch of an additional aircraft carrier group to the Gulf and UN security council resolutions imposing sanctions had given Tehran pause, he said.

Washington analysts and commentators predict that Gen Petraeus's report to the White House and Congress in early September will be a pivotal moment in the history of the four-and-a-half-year war - and a decision to begin a troop drawdown or continue with the surge policy will hinge on the outcome. Most Democrats and many Republicans in Congress believe Iraq is in the grip of a civil war and that there is little that a continuing military presence can achieve. "Political will has already failed. It's over," a former Bush administration official said.

A senior adviser to Gen Petraeus reported this month that the surge had reduced violence, especially sectarian killings, in the Baghdad area and Sunni-dominated Anbar province. But the adviser admitted that much of the trouble had merely moved elsewhere, "resulting in spikes of activity in Diyala [to the north] and some areas to the south of the capital". "Overall violence is at about the same level [as when the surge began in February]."

Iranian officials flatly deny US and British allegations of involvement in internal violence in Iraq or in attacks on coalition forces. Interviewed in Tehran recently, Mohammad Reza Bagheri, deputy foreign minister for Arab affairs with primary responsibility for Iran's policy in Iraq, said: "We believe it would be to the benefit of both the occupiers and the Iraqi people that they [the coalition forces] withdraw immediately."
