The Palestinians' two main groups are on the verge of a struggle that could split the two parts of a putative Palestinian state in half

BY THE end of this week, the Islamists of Hamas will have either destroyed the secular-minded Fatah in the Gaza Strip or shown that they can. The relative quiet after a deadly burst of violence between the rival Palestinian parties in May was broken by a series of tit-for-tat killings that quickly got out of hand. After troops from the presidential guard of Fatah's Mahmoud Abbas, the Palestinian president, rocketed the house of Hamas's Ismail Haniyeh, the prime minister, the Islamist party launched a full-scale attack. As The Economist went to press, Hamas troops had taken control of most of the Gaza Strip and had chased Fatah forces out of their bases, while several top Fatah commanders had either fled Gaza or had been killed.

Fatah arrested Hamas men in the West Bank and suspended its participation in the Palestinian Authority (PA) coalition government, which the two parties formed in March in an attempt to stop such fighting, and threatened to pull out altogether. But Fatah has little to bargain with. Hamas has already shown that its fighters, though less numerous, are better armed, trained and disciplined. In contrast, Fatah field commanders have been complaining loudly about their lack of equipment and leadership. Several of Fatah's top people in Gaza have been out of the strip for weeks.

The frustrated head of an Egyptian mediating team this week called on ordinary Gazans to take to the streets in protest against the violence, which has included kneecappings, summary executions and throwing handcuffed captives off tall buildings. Some protesters did sally out; one was shot dead.

They seem powerless in the face of a conflict that has been building since Hamas ousted Fatah from the PA in last year's election. From the start, Fatah tried to prevent Hamas from getting full control of the PA security services, which are a cornerstone of political power and a job scheme for unemployed militants, and which had become bloated with Fatah loyalists during the secular party's long and corrupt rule. Hamas countered by adding a tough, disciplined “Executive Force” of its own loyalists to the PA roster in Gaza, where it is much stronger than in the West Bank.

Fatah then won backing from the United States to turn the presidential guard into an elite force to counter that of Hamas. Under the guise of strengthening Mr Abbas as a moderate (unlike Hamas, which still refuses to accept Israel's right to exist as a Jewish state), America has provided $59m for training and supplying the presidential guard with non-lethal equipment, which Israel has let enter Gaza.

Israel has also let through at least one shipment of weapons from other Arab countries. Fatah officials have asked for more, but to no avail. Recently the Americans have been pressing Mr Abbas to adopt a new “action plan” to beef up his office, clean up Fatah, and boost training for the security services under his control, all with a view to giving him enough clout to call new elections later in the year.

Not surprisingly, Hamas sees Western support for Mr Abbas's troops, along with the now 15-month-old Western boycott of the PA, as part of a conspiracy to force it out of power. The official American line is that it is strengthening the presidential guard in order to “build law and order in Gaza” and to secure the border crossings where goods for the strip's 1.4m residents enter and leave. But occasionally the elite force has attacked Hamas positions, with notable success, and mid-level Fatah officials want more of that. “The only way Fatah can win, or at least get out with some self-esteem, is if the political leadership takes a decision to engage the presidential guards in this battle,” says Nasser Jumaa, a Fatah legislator from the West Bank town of Nablus.

Within the Israeli establishment, opinion is split on whether to let in more weapons. But Gaza is already awash with arms smuggled in through tunnels under the Egypt-Gaza border; any meant for Fatah could easily end up in Hamas's hands. This week Ehud Olmert, Israel's prime minister, took up an earlier suggestion by his foreign minister, Tzipi Livni, for an international force to patrol the Egypt-Gaza border strip to prevent weapons-smuggling. Egypt has, up to now, said no.

Messrs Abbas and Haniyeh are trying to pull things back from the brink and to negotiate. But some predict a total split between a “Hamastan” in Gaza and a West Bank ruled by Fatah. No Israeli leader—including Ehud Barak, the former prime minister, who this week won the Labour party's primary election and could return to power next year—will feel any pressure to talk peace with a Palestinian leadership so definitively divided.

Banking on Islam

There are few principles more central to modern economics than interest, the fee charged for the opportunity of borrowing money. Interest spurs economic efficiency and creates wealth by helping borrowers and lenders make exchanges to their mutual advantage. Islamic law, or sharia, forbids either paying or charging interest. For decades this theological ban has had limited effect on international economics, given the feathery relative weight of Middle Eastern investors and businesses in global markets. But now, an influx of oil money is bulking up Middle Eastern financial influence and giving rise to a new boom industry: sharia-compliant financial services.

In order to win the “sharia compliant” seal of approval, businesses must adhere to all theological requirements of the Quran. Jawad Ali, a partner at King & Spalding, a law firm that assists businesses in structuring sharia-compliant deals, explains in an interview that this means not only shunning interest but also adhering to a host of other requirements. A real estate firm, for instance, cannot rent property to banks, casinos, businesses that deal in pork or pork products, or any other business that itself doesn’t follow sharia.

Still, Ali says, the most complicated compliance standard is commonly the interest ban. Businesses work around this restriction by developing creative ways to substitute fees for interest. Say, for instance, a business is interested in purchasing a property. Instead of borrowing money to make the purchase, the business can structure a transaction such that a bank acquires the property and leases it out for a set fee. This primer by the Institute of Islamic Banking and Insurance outlines other similar sharia-compliant financial arrangements. Yet there is no absolute standard for sharia compliance beyond meeting the subjective demands of would-be investors, and there is no governing body overseeing Islamic banking, so standards vary region-to-region and firm-to-firm.

Banks that help companies perform these kinds of transactions were once a financial backwater, but over the past decade sharia finance has seen steady growth (FT) as a global industry. The Economist cites estimates from the Standard and Poor’s ratings agency placing the global industry for Islamic financial products—which includes banking, mortgages, equity funds, fixed income, insurance, project finance, private equity, and derivatives—at around $400 billion. Ali says King & Spalding’s sharia-compliance services are growing at a clip of 35 percent to 40 percent annually.

Major international investment banks are getting in on the sharia rush. Ali says Citigroup, HSBC, Deutsche Bank, and Lehman Brothers all now offer sharia-compliant investment products. The recent private equity deal for the British automaker Aston Martin, which was arranged by the British investment bank Jefferies, was financed primarily through sharia-compliant bonds (FT). Nor are buyers of sharia-compliant products necessarily Muslim. BusinessWeek notes that when HSBC started offering sharia-friendly mortgages in Malaysia in 2004, more than half the buyers were non-Muslim. This indicates the mechanisms for working around interest are becoming efficient enough that investors may become interested in sharia products simply for their competitive pricing, theology aside. Ownership turnover accelerates the trend toward sharia compliance, particularly as Middle Eastern companies flush with oil cash seek to buy up international corporations. One notable example is the formerly American firm Caribou Coffee, which shifted to sharia compliance after being purchased by a company owned in part by the government of Bahrain.

دیدار احمدی نژاد با آیت الله مصباح یزدی در قم

رييس‌جمهورصبح روز جمعه به منظور ديدار با طلاب حوزه‌ علميه‌ قم و شركت در نشست مجمع عمومي فارغ‌التحصيلان موسسه‌ آموزشي و پژوهشي امام خميني (ره) قم، وارد اين شهر شد.

به گزارش ايسنا، دكتر محمود احمدي‌نژاد در اين سفر يك روزه در ابتدا با آيت‌الله مصباح يزدي ديدار كرد و قرار است تا دقايقي ديگر در نشست مجمع عمومي فارغ‌التحصيلان موسسه‌ آموزشي و پژوهشي امام خميني(ره) در قم سخنراني كند.

رييس‌جمهور هم‌چنين با طلاب حوزه علميه‌ قم نيز در مدرسه‌ فيضيه ديدار و گفت‌وگو مي‌كند.

زيارت حرم مطهر حضرت معصومه(س) آخرين برنامه‌ رييس‌جمهور در اين سفر خواهد بود.

رييس‌جمهور بعد از ظهر جمعه از قم به تهران بازخواهد گشت و از رييس‌جمهور تركمنستان در نهاد رياست جمهوري استقبال مي‌كند.



رييس‌جمهور در سفر به قم پس از ديدار با آيت‌الله مصباح يزدي در جمع فارغ‌التحصيلان موسسه آموزشي و پژوهشي امام خميني قم حضور يافت و با آنان گفت‌وگو كرد.

به گزارش ايسنا، دكتر محمود احمدي‌نژاد، رييس‌جمهور كشورمان، موسسه امام خميني(ره) را از بركات مثمرثمر در جمهوري اسلامي ايران و انقلاب اسلامي خواند و گفت: نوع نگاه و عمق‌نگري به مسائل، دقت در اولويت‌بندي و رسيدگي به مسائل از ويژگي‌هاي ممتاز اين موسسه و فارغ‌التحصيلان آن است. فارغ‌التحصيلان عالم متخلق و آشنا به مسائل روز جهان هستند و اين ويژگي در فارغ‌التحصيلان اين موسسه نيز ديده مي‌شود.

وي در ادامه به حادثه تخريب حرمين عسگريين(ع) اشاره كرد و گفت: اين گونه به نظر مي‌رسد كه دشمنان قصد فتنه و ايجاد اختلاف دارند و مي‌خواهند با آفريدن چنين فجايعي كينه‌ها را تشديد كنند و مسلمانان را به جهان هم بيندازند. اين‌ها همگي حاكي از آن است كه آن‌ها سيطره گذشته خود را از دست داده‌اند و مي‌خواهند از اين طريق اين سيطره را دوباره به دست بياورند.

رييس‌جمهور اضافه كرد: دشمنان دنبال انتقام‌كشي از كسي هستند كه گذشته‌ها و شريعت، آن را نويد مي‌دهد و چون دست‌شان به او نمي‌رسد، گل‌دسته‌ها را هدف قرار مي‌دهند. اين‌ها به آخر خط رسيده و مستاصل شده‌اند و به همين دليل سايه عدالت را با خمپاره هدف قرار مي‌دهند.

وي ادامه داد: تا به حال بشر طعم اخلاق كامله را نچشيده است، بايد اتفاقات مهمي در عالم به وقوع بپيوندد. هنوز وقايع پنهان است. بايد گوش‌ها براي دريافت حقايق باز شود.

رييس‌جمهور ادامه داد: علما و حوزه‌هاي علميه در اين زمينه رسالت خطيري بر عهده دارند و آن دعوت مردم به امام حق و حقيقت است. اگر تصوير روشني از امام ارايه دهيم هيچ كس به راه خطا نخواهد رفت. كانون همه خوبي‌ها و زيبايي‌ها گمشده مردم است.

به گزارش ايسنا احمدي‌نژاد در بخش ديگري از سخنانش به وظيفه دولت نهم اشاره كرد و گفت: ما مي‌خواهيم اقتصاد و فرهنگ كشور را طوري بسازيم كه در راستاي {اهداف} امام عصر(عج) و موجب رضايت او باشد و اگر درست هدف‌گيري نكنيم گم مي‌شويم.

وي ادامه داد: اگر مي‌خواهيم جوانان را از تهاجم فرهنگي دشمن حفظ كنيم بايد در راستاي رضايت امام زمان(عج) قدم برداريم. دنيا در آستانه يك تحول عظيم است و نشانه‌هاي آن به منصه ظهور رسيده است. مردم از وضع موجود در جهان ناراحت هستند. بايد راه درست را نشان داد تا مردم گمراه نشوند.

رييس‌جمهور در پايان با بيان اين كه حوادث بيش از آن چه تصور مي‌كنيم شتاب گرفته است، گفت: حوزه‌ها بايد پاسخگوي مطالبات مردم باشند و در اين زمينه بايد از وجود افرادي مثل آيت‌الله مصباح يزدي استفاده و تلاش كرد تا دل‌هاي مردم را به دست آورد.


در مدرسه فيضيه
دكتر محمود احمدي‌نژاد، رييس‌جمهور كشورمان، هم‌چنين صبح روز جمعه در سفر خود به قم با حضور در مدرسه فيضيه با طلاب حوزه علميه قم ديدار كرد.

رييس جمهور در جمع طلاب حوزه علميه قم، از اين شهر مقدس به عنوان نقطه اميد شيعيان جهان ياد كرد و گفت:« امروز قم در انديشه آن آرمان و نقطه اميد مسلمانان است.»

وي اسلام را تنها نقطه اتكاء مردم عالم دانست و گفت:« در جهان انحرافاتي به نام مسيحيت و يهوديت را با دلارها ترويج مي‌كنند و مي‌گويند مي‌خواهيم بشريت را نجات بدهيم. در حالي كه تنها راه نجات فقط اسلام است، اسلامي كه امام(ره) الگو و قم دعوت‌كننده به آن است.»

وي با بيان اينكه امروز عالم به دنبال دين اسلام ناب است، بر رسالت مهم حوزه‌ علميه‌ قم تاكيد كرد و گفت: «حوزه‌ علميه بايد پاسخگوي تقاضاهاي مردم جهان باشد. تقاضاهايي كه به سرعت شتاب گرفته و ما از آن عقب هستيم.»

وي ادامه داد:« ما دو ماموريت بزرگ الهي و تاريخي داريم و لذا نگاه ما به اين ماموريت بايد نگاهي همه جانبه باشد.»

وي در بخش ديگري از سخنان خود به انفجارهاي اخير سامراء اشاره كرد و گفت: « حمله به حرمين امامين عسگريين تنها انتقام‌گيري نيست، سران استكبار فهميده‌اند كه كارشان تمام و دوران‌شان به پايان رسيده است. آنها با تخريب گلدسته‌هاي حرم عسگريين قصد دارند تا نماد عدالت را بزنند، ولي به گفته امام راحل هيچ غلطي نمي‌توانند بكنند.»

وي در ادامه به اشتياق مردم جهان براي پذيرش اسلام و حب اهل بيت اشاره كرد و گفت:« اينها همگي به لطف امام عصر (عج) است. حوزه‌هاي علميه بايد خود را براي پاسخگويي به نيازهاي جوانان آماده كنند. فرصت كم است و الان نيز از وظايف خود عقب هستيم.»

وي در ادامه خاطر نشان كرد:« ما بايد ماموريت‌هاي خود را در دو حوزه داخل و خارج كشور تعريف كنيم. در حوزه داخلي بايد كشور را ساخته و زيربناها را آماده و ايجاد كنيم. ما در سال 85، 4 / 2 برابر سال 83 زيربناها را آماده كرده‌ايم، كه هنوز هم كم است و پيش‌بيني مي‌شود در آينده نزديك به 3 برابر برسد.»

وي در ادامه به انتقاد برخي از صاحب‌نظران در مورد كارهاي عمراني دولت نهم اشاره كرد و گفت:« برخي مي‌گويند كارهاي عمراني دولت نهم تورم‌زاست. سوال ما اين است كه آيا 420 هزار سكه‌اي كه سال‌هاي قبل توزيع مي‌شد تورم‌زا نيست؟ ولي كارهايي كه ما انجام مي‌دهيم در صحنه عمران كشور تورم‌زاست؟»

احمدي‌نژاد در بخش ديگري از صحبت‌هاي خود به وضعيت مردم از لحاظ اقتصادي اشاره كرد و گفت:« بايد كشور را بر پايه عدالت بسازيم و ثروت را طوري توزيع كنيم كه همه از آن سود ببرند نه اينكه نفع آن به جيب عده‌اي خاص برود.»

وي به ناامني‌هاي اقتصادي در كشور اشاره كرد و گفت:« برخي ده‌ها ميليارد گرفته‌اند و حاضر به پس دادن آن نيستند و با هياهو و سر و صدا اين ناامني‌ها را ايجاد مي‌كنند. ما مي‌خواهيم جلوي اين ناامني‌ها را بگيريم.»

وي در ادامه سخنان خود به اصلاح وضعيت اقتصادي كشور اشاره كرد و گفت:« از جمله موارد اين اصلاح، اصلاح سيستم بانكي و به دنبال آن كاهش سود بانكي است. ما از اصلاحات سيستم بانكي عقب‌نشيني نخواهيم كرد.»

احمدي‌نژاد در ادامه سخنان خود با اشاره به سه ميليون بيكار در كشور،گفت:« بايد بنگاه‌هاي اقتصادي كوچك را فعال كرده و توسعه دهيم. همچنين بايد قانون بيمه را اصلاح كنيم. الان يكسال و نيم است كه پيگير اين مساله هستيم.»

محمود احمدي‌نژاد به وضعيت مسكن در كشور نيز اشاره كرد و گفت:« سال گذشته در كشور يك ميليون و 588 هزار نفر به متقاضي مسكن افزوده شد و 23 درصد نيز عقب‌ماندگي در اين زمينه داريم. درصدد هستيم تا هر سال سه ميليون واحد مسكوني در كشور بسازيم.»

وي در بخش ديگري از صحبت‌هاي خود به علل برخي از گراني‌ها اشاره كرد و گفت:« علت برخي از گراني‌ها شناسايي شده و تا سال آينده اين روند اصلاح مي‌شود.»

وي در بخش ديگري از سخنان خود مسووليت اسلام را جهاني خواند و گفت:« تا زماني كه استكبار وجود دارد جامعه اسلامي روي آرامش را نمي‌بيند. اسلام ناب نيز در هيچ كجا حاضر به كوتاه آمدن در برابر استكبار نيست بلكه تنها راه اصلاح ساختار جهان را مبارزه با استكبار و ظلم مي‌داند.»

وي در ادامه انقلاب اسلامي را عطيه‌اي از جانب خداوند دانست و گفت:« خداوند انقلاب اسلامي را به عنوان جبهه حق در برابر استكبار آفريد و موضوع هسته‌يي را به عنوان تضعيف جبهه استكبار قرار داد.»

وي خاطر نشان كرد: «عصبانيت نظام سلطه از بمب و سلاح هسته‌يي نيست، چرا كه توسعه سياسي و فرهنگي ما صدها برابر فناوري هسته‌يي است و اين همان تحقق وعده اسلامي است. امروز كشورها پيشرفت هسته‌يي ايران را پيشرفت خود مي‌دانند چون آن را دريچه نجات خود مي‌بينند و دشمن با همين مساله مخالف است.»

وي در ادامه با بيان اينكه شرايط جهان به نفع انقلاب اسلامي پيش مي‌رود،گفت:« به فضل الهي موتور نظامي دشمن پياده است و نمي‌تواند در مرحله نظامي ضربه‌اي بزند و تا تمام شدن اين ماجرا يك گام ديگر فاصله داريم. امروز دشمنان به بن‌بست رسيده‌اند.»

وي در ادامه به صدور قطعنامه عليه ايران اشاره كرد و گفت:« ما تلاش كرديم تا قطعنامه‌اي عليه ما صادر نشود اما اين مساله محقق نشد ولي ما به آنها مي‌گوييم كه بهترين راه اين است كه طبق قانون عمل كنيم و هر آنچه آنها دارند ما هم داشته باشيم. در برابر اين قطعنامه هم عقب‌نشيني نخواهيم كرد و از حق مسلم خود با تمام توان دفاع خواهيم كرد.»

Treasury freezes US assets of 2 Iranians

WASHINGTON - The Bush administration took action Friday against two Iranians suspected of connections to Iran's nuclear program. The Treasury Department action, part of efforts to tighten the financial vise on Tehran, is against Mohammad Qannadi and Ali Hajinia Leilabadi. Any bank accounts or other financial assets belonging to these two men found in the United States must be frozen. In addition, American are forbidden from doing business with them.

It marked the department's latest move to use targeted financial measures against Iran, a country the United States accused of fostering terrorism and whose nuclear ambitions have drawn international rebuke.

"Even individuals who are active in Iran's nuclear program are going to be held to account for their conduct and isolated by the international financial community," said Stuart Levey, the department's undersecretary for terrorism and financial intelligence.

Iran's defiance of U.N. Security Council demands that it stop uranium enrichment and construction of a plutonium-producing reactor has led to two sets of economic sanctions against Iran. The stage has been set for a third round of U.N. Security Council penalties.

The Treasury Department alleged that Qannadi acts on behalf of the Atomic Energy Organization of Iran, or AEOI, which managed Iran's overall nuclear program and reports directly to Iran's president.

The government accused Leilabadi of acting on behalf of the Mesbah Energy Co., which is affiliated with the AEOI. Mesbah has been used to procure products for Iran's heavy water project, the department alleged. Heavy water is essential for Iran's heavy-water moderated reactor project, which would provide Iran with a potential source of plutonium suited for nuclear weapons, the department said.

The department said Iran's president awarded both men government medals in 2006 for their contributions in the field of nuclear technology.

Separately, the department financially clamped down on three Libyans accused of being members of terrorist organizations al-Qaida and the Libyan Islamic Fighting Group. Those three are: Nur al-Din al-Dibiski, Said Yusif Ali Abu Azizah and Ali Sulayman Mas'ud Abd al-Sayyid.
