Iran protests Israel's threats

UNITED NATIONS - Iran's U.N. ambassador complained in a letter circulated Monday that the Security Council has done nothing to stop Israel's "unlawful and dangerous threats" against his country.

Javad Zarif protested a recent statement from Israeli Deputy Prime Minister Shaul Mofaz that Israel has not ruled out military action against Iran to disable its nuclear program. He also referred to a similar statement that Prime Minister Ehud Olmert made in April.

"I wish to inform you that, emboldened by the absence of any action by the Security Council, various Israeli officials have unabatedly continued to publicly and contemptuously make unlawful and dangerous threats of resorting to force against the Islamic Republic of Iran," Zarif said in the letter to U.N. Secretary-General Ban Ki-moon, dated June 11. He faulted the council for not condemning the statements.

The Security Council imposed sanctions on Iran in December for refusing to suspend uranium enrichment, and modestly increased them in March after Tehran stepped up the program, which can produce nuclear weapons. Iran responded by giving the U.N. nuclear watchdog less access to its nuclear facilities.

In an interview on Israeli Radio on June 9, Mofaz said, "I never said there is no military option, and the military option is included in all the options that are on the table, but at this time it's right to use the path of sanctions, and to intensify them." Israel's Deputy U.N. Ambassador Daniel Carmon dismissed the letter as "face-saving."

Zarif sent another letter to Ban on June 13, protesting the arrest of five Iranians by U.S. forces in northern Iraq in January.

The U.S. military has said the Iranians, whom they allege are connected to a faction that funds and arms insurgents in Iraq, were working in a government liaison office in Irbil in Kurdish-controlled Iraq. Iran has maintained the five were diplomats and were arrested at a consulate.

Carolyn Vadino, deputy spokeswoman at the U.S. mission, said the presence of Iranian Revolutionary Guard forces in Iraq "contradicts Iran's own policy of supporting the Iraqi government."

The United States accuses Iran of helping to provide roadside bombs that have killed American troops in Iraq, and a bitter standoff already exists between the two countries over Iran's nuclear program. Iran has rejected the allegations.

Security Council refuses to condemn Iran

UNITED NATIONS - The U.N. Security Council refused to approve a statement Friday that would condemn remarks about Israel's impending destruction attributed to Iran's hard-line president because of objections from Indonesia, council diplomats said.

Qatar, the only Arab nation on the council, said it had no instructions, which also meant approval on Friday was impossible, the diplomats said. The statement must be approved by all 15 council members.

France's U.N. Ambassador Jean-Marc de La Sabliere, who called for condemnation of the remarks attributed to President Mahmoud Ahmadinejad, said it was unfortunate that the council could not act immediately. But he said he would try again on Monday to get all 15 council members to approve the statement.

"At stake is ... a real question of principle. When the president of a country talks about the destruction of another country, a member of the United Nations, this is a serious issue," de La Sabliere said.

"His remark is very similar to the one he made in 2005 and the Security Council reacted in 2005," the French ambassador said. "I am confident that the council will react this time again."

In October 2005, the Iranian president caused outrage in the West when he said in a speech that Israel's "Zionist regime should be wiped off the map."

The official Islamic Republic News Agency reported Sunday that Ahmadinejad referred twice to Israel's destruction.

IRNA quoted the president as saying that in last summer's war between Israel and Hezbollah "the Lebanese nation pushed the button to begin counting the days until the destruction of the Zionist regime." It also quoted him as saying "God willing, in the near future we will witness the destruction of the corrupt occupier regime."

Indonesia, the world's largest Muslim country, said Ahmadinejad had not really threatened Israel, council diplomats said.

Indonesia also accused the Security Council of double standards in defending Israel. It accused the council of doing nothing when Palestinians are attacked, when Israeli ministers threatened Iran or when the newspaper Haaretz called for Ahmadinejad's assassination, the diplomats said.

France, Britain and the United States stressed that there was a difference between comments in a newspaper and comments by a head of state, the diplomats said, speaking on condition of anonymity because the consultations were private.

"A statement by a head of state calling for or implying the destruction of a member state of the United Nations is as a matter of principle unacceptable, and this is a threat to international peace and security," U.S. Ambassador Zalmay Khalilzad told reporters after the closed meeting.

On Thursday, U.N. Secretary-General Ban Ki-moon expressed dismay at the Iranian report.

The brief press statement proposed by France would have the council "strongly condemn the remarks about the destruction of Israel" attributed to Ahmadinejad, while reaffirming Israel's rights and obligations as a U.N. member. It would also "reaffirm that under the United Nations Charter, al members have undertaken to refrain from the threat or use of force against the territorial integrity or political independence of any state."

گزارش محمد البرادعی در مورد فعالیتهای هسته ای ایران به شورای امنیت سازمان ملل

گزارش جديد مديركل آژانس بين‌المللي انرژي اتمي درباره اجراي موافقتنامه پادمان‌هاي NPT و مفاد مربوط به قطعنامه‌هاي شوراي امنيت در ايران منتشر شد.

به گزارش فارس، گزارش مديركل آژانس بين‌المللي انرژي اتمي درباره اجراي موافقتنامه پادمان‌هاي NPT و مفاد مربوط به قطعنامه‌هاي شوراي امنيت در جمهوري اسلامي ايران به شرح زير است:
1- در 24 مارس 2007 شوراي امنيت سازمان ملل قطعنامه 1747 را تصويب كرد كه در آن شوراي امنيت از جمله:
- تاكيد كرد كه جمهوري اسلامي ايران بايد بدون تاخير گام‌هاي خواسته شده توسط شوراي حكام در قطعنامه GOV/2006 /14 را كه براي اعتمادسازي در خصوص هدف صرفا صلح‌آميز برنامه هسته‌اي‌اش و حل مسائل باقيمانده اساسي است را بردارد و در اين زمينه بر تصميم خود مبني بر اينكه ايران بايد بدون تاخير گام‌هاي خواسته شده در بند 2 قطعنامه 1737 شوراي امنيت را بردارد تاكيد نمود،
- از مدير كل درخواست كرد كه طي 60 روز درباره اينكه آيا ايران تعليق كامل و پايدار تمام فعاليت‌هاي ذكر شده در قطعنامه 1737 را اجرا كرده است و نيز درباره فرايند پايبندي ايران به تمام گام‌هاي خواسته شده توسط شوراي حكام و ديگر مفاد قطعنامه 1737 و قطعنامه 1747، به شوراي حكام و به طور موازي به شوراي امنيت گزارش كند.
2-اين گزارش كه به شوراي حكام و به طور موازي به شوراي امنيت ارائه مي‌شود در برگيرنده تحولاتي است كه از گزارش 22 فوريه 2007 مديركل درباره اجراي موافقتنامه پادمان‌هاي NPT و قطعنامه‌هاي مرتبط شوراي امنيت در ايران صورت پذيرفته است.
الف : فعاليت‌هاي مرتبط با غني سازي.
3- از تاريخ 22 فوريه 2007 ايران همچنان به آزمايش ماشين‌ها به صورت انفرادي و نيز آبشارهاي ده‌تايي، 20 تايي و 164 تايي و دو آبشار 164 تايي (كه يكي از آنها را ايران قطع كرده است) ، در كارخانه نيمه صنعتي غني‌سازي سوخت ادامه داده است. بين 21 فوريه و 17 مارس 2007 ، ايران 8/4 كيلو گرم UF6 به ماشين‌هاي انفرادي و آبشار ده‌تايي تزريق نمود.
4- در پرتو تعداد رو به افزايش سانتريفوژهاي نصب شده در كارخانه غني‌سازي سوخت، در 22 مارس 2007 ، ايران با يك رهيافت پادماني اصلاح شده براي آن تاسيسات موافقت كرد كه علاوه بر بازرسي‌هاي موقتي ماهانه و بازديد راستي آزمايي اطلاعات طراحي، تركيبي از بازرسي‌هاي سرزده و اقدامات كنترل و نظارت ( GOV/INF/2007/10) را شامل مي‌شود .اولين بازرسي سرزده در تاريخ 13 مي 2007 انجام شد.
5- از زمان آخرين گزارش مديركل ايران حدود 260 كيلوگرم UF6 به آبشارها در كارخانه غني سازي سوخت تزريق كرده است. ايران اعلام كرده است كه سطح غني سازي را تا 8/4 درصد U-235 در كارخانه غني سازي سوخت رسانده است. آژانس در حال راستي آزمايي اين موضوع مي‌باشد. در 13 مي 2007 هشت آبشار 164 تايي به طور همزمان در حال كار بوده‌اند و UF6 به آنها تزريق مي‌شد. دو آبشار مشابه ديگر بدون تزريق مواد آزمايش شده بودند و 3 آبشار ديگر در حال ساخت بود.
6- از اوايل 2006 ، آژانس اطلاعاتي آنگونه كه قبلا ايران پيرو پروتكل الحاقي ارائه مي‌نمود دريافت ننموده است. به عنوان مثال مي‌توان به اطلاعات مربوط به مونتاژ سانتريفوژها، ساخت قطعات سانتريفوژ يا تجهيزات همراه و تحقيق و توسعه درباره سانتريفوژها يا فنون غني سازي اشاره كرد.
ب - فعاليتهاي باز فرآوري
7- آژانس استفاده از سلول‌هاي داغ در راكتور تحقيقاتي تهران و در تاسيسات توليد موليبدنوم، يد و راديو ايزوتوپ زنون را از طريق بازرسي‌ها و راستي آزمايي اطلاعات طراحي نظارت نموده است. هيچ نشانه‌اي از ادامه فعاليت‌هاي بازفرآوري در اين تاسيسات مشاهده نشد. طبق تحليل تصاوير ماهواره‌اي ادامه ساخت سلول‌هاي داغ در راكتور تحقيقاتي هسته‌اي ايران در اراك محدود شده است، ولي به هر حال از تاريخ 13 آوريل 2007 ايران دسترسي به سايت راكتور را براي راستي آزمايي اطلاعات طراحي نداده است. (GOV/INF/2007/10) (نگاه كنيد به بخش ج .2 )
پ- پروژه‌هاي مربوطه به آب سنگين
8- تصاوير ماهواره اي نشان مي‌دهد كه ساخت راكتور IR - 40 و فعاليت كارخانه توليد آب سنگين ادامه دارد.
ت - موضوعات باقيمانده
9- ايران به درخواست‌هاي بلند مدت گذشته آژانس در ارتباط با مسائل زير پاسخ نداده است:
- آلودگي اورانيوم در مركز تحقيقات فيزيك ( بندهاي 16 و 17 گزارش GOV/2007/8)،
- دستيابي ايران به فن‌آوري سانتريفوژ p1 و p2 ( بند 18 گزارش GOV /2007/8 )،
- اسناد مربوط به فلز اورانيوم و ريخته‌گري آن به نيم كره‌ها ( بند 19 GOV/2007/8 ).
10- در 18 آوريل و 2 مي 2007 ايران اطلاعات مربوط به دو مجموعه سوخت راكتور نشت شده از راكتور تحقيقاتي تهران، كه از نظر ايران منشاء آلودگي اورانيوم با غناي بالاي يافت شده درنمونه هاي محيطي گرفته شده از تاسيسات انبار زباله كرج به آنها مربوط است، را ارائه نمود ( بند 21 ، GOV/2007/8 )
ج - ديگر اقدامات
ج .1 تبديل اورانيوم
11- آژانس راستي آزمايي سياهه فيزيكي سالانه ( PIV ) تاسيسات تبديل اورانيوم ( UCF ) را در مارس 2007 انجام داد. در طول اين راستي آزمايي ايران 269 تن UF6 را براي انجام راستي آزمايي توسط آژانس ارائه نمود كه تمام آن تحت اقدامات مهار و نظارت آژانس قرار دارد. آژانس در حال ارزيابي نتايج اين راستي آزمايي مي‌باشد.
ج.2 اطلاعات طراحي.
12- در 29 مارس 2007 ايران به آژانس اطلاع داد كه اجراي كد اصلاحي 1/3 را كه در سال 2003 پذيرفته بود اما تا كنون توسط پارلمان تصويب نشده را به حالت تعليق در آورده و به اجراي نسخه كد 1/3 سال 1976 باز مي‌گردد . كدي كه طبق آن ارائه اطلاعات طراحي براي تاسيسات جديد به طور معمول بيش از 180 روز قبل از ورود مواد هسته اي براي اولين بار به تاسيسات، مورد نياز نمي‌باشد. در نامه‌اي به تاريخ 30 مارس 2007 آژانس از ايران درخواست كرد كه در تصميم خود تجديد نظر كند.
13- ايران موضوع حق آژانس براي راستي آزمايي اطلاعات طراحي را كه طبق قانون اصلاحي 1/3 درباره راكتور IR-40 در اراك ارائه شده بود مطرح نموده است. مبناي نظر ايران اين است كه تحت نسخه 1976 كد 1/3 كه ايران به آن بازگشته است راستي آزمايي چنين اطلاعاتي با توجه به مرحله مقدماتي ساخت اين تاسيسات (اينكه زمان بسياري به دريافت مواد هسته اي مانده است) و فعاليت‌هاي قبلي آژانس در اراك، توجيه پذير نيست.
14- طبق ماده 39 موافقتنامه پادمان‌هاي آژانس، ترتيبات فرعي نمي‌تواند به طور يكجانبه اصلاح شود، و نيز مكانيسمي در موافقتنامه پادمان براي تعليق مفاد توافق شده وجود ندارد. علاوه بر اين كد 1/3 مربوط به ارائه اطلاعات طراحي است نه تعداد يا زمان راستي آزمايي آژانس از چنين اطلاعاتي. حقوق آژانس براي راستي آزمايي اطلاعات طراحي ارائه شده يك حق دائمي است كه مستقل از مرحله ساخت يا وجود مواد هسته‌اي در تاسيسات مي‌باشد.
ج .3 ديگر موضوعات
15- در 29 آوريل 2007 ايران به آژانس اطلاع داد كه كارخانه توليد سوخت ( FMP ) به زودي پودر اكسيد اورانيوم طبيعي به منظور آماده سازي براي آزمايش‌هاي فرايند مقدماتي را دريافت خواهد كرد.
16- مسائل ديگري كه آژانس هيچ اطلاعات جديدي درباره آنها دريافت ننموده است وجود دارد از جمله درباره فعاليت‌هاي معادن اورانيوم ايران ( بندهاي 26 تا 31 (GOV/2005/67)، آزمايش‌هاي انجام شده با پلونيوم ( بند 34 GOV /2005/67 )، و انتصاب بازرسان براي ايران (بند 23 GOV 2007/8 ). مديركل درباره اين موضوعات هر زمان كه آژانس اطلاعاتي دريافت نمايد گزارش خواهد نمود.
چ - اقدامات شفاف سازي
17- ايران با هيچيك از اقدامات شفاف سازي مورد نياز كه براي روشن سازي برخي ابعاد دامنه و ماهيت برنامه هسته اش اساسي است موافقت نكرده است. اين اقدامات شامل بحث درباره اطلاعات ارائه شده به آژانس درباره مطالعات ادعا شده مربوط به تبديل دي اكسيد اورانيوم به UF4 و آزمايش انفجارهاي بالا و طراحي موشك‌هاي ورود مجدد ميباشد( بند 25 GOV/2007/8 )
ح - جمع بندي
18- اگر چه آژانس قادر است عدم انحراف مواد هسته‌اي اعلام شده در ايران را راستي آزمايي كند، آژانس همچنان قادر نيست پيشرفت بيشتري در تلاش هاي خود براي راستي آزمايي برخي از ابعاد مربوط به دامنه و ماهيت برنامه هسته اي ايران داشته باشد. طبق موافقتنامه پادمان‌هاي NPT ، ايران به آژانس دسترسي به مواد هسته‌اي اعلام شده را داده است و گزارش‌هاي حسابرسي مواد هسته‌اي را درباره مواد و تاسيسات هسته‌اي اعلام شده فراهم نموده است. در عين حال ايران اجراي كد اصلاحي 1/3 ترتيبات فرعي را درباره ارائه زود هنگام اطلاعات طراحي متوقف كرده است و اجازه اجراي راستي آزمايي اطلاعات طراحي در راكتور IR-40 نداده است.
19- همانطور كه قبلا گفته شد تا زماني كه ايران به موضوعات راستي آزمايي بلند مدت گذشته نپردازد و پروتكل الحاقي و اقدامات شفاف سازي مورد نياز را اجرا نكند آژانس قادر نخواهد بود كه تاريخ برنامه هسته‌اي ايران را به طور كامل بازسازي كند و درباره نبود مواد و فعاليت‌هاي هسته‌اي اعلام نشده يا ماهيت صرفا صلح آميز اين برنامه در ايران اطمينان بدهد. لازم به توجه است كه بخاطر عدم دريافت اطلاعات طي بيش از يكسال گذشته كه ايران از جمله طبق پروتكل الحاقي ارائه مي‌نمود ميزان دانش آژانس نسبت به برخي از ابعاد فعاليت‌هاي مرتبط هسته‌اي ايران بدتر شده است.
20- ايران فعاليت‌هاي مربوط به غني سازي‌اش را تعليق نكرده است. ايران همچنان به فعاليت كارخانه نيمه صنعتي غني سازي سوخت ادامه مي‌دهد. ايران همچنين به ساخت كارخانه غني سازي سوخت ادامه داده و تزريق UF6 به آبشارها را آغاز كرده است. ايران همچنين به پروژه‌هاي مربوط به آب سنگين ادامه داده است. ساخت راكتور IR-40 و فعاليت كارخانه توليد آب سنگين ادامه دارد.

21- مدير كل همچنان به نحو مقتضي گزارش خواهد نمود.

U.S., Europeans Split at UN on How to Tighten Sanctions on Iran

May 23 (Bloomberg) -- The U.S. diverged from its European allies today over how much more pressure to exert on Iran at the United Nations after a nuclear watchdog agency said existing sanctions aren't working.

``It is clear that what we have done so far has not been enough,'' U.S. Ambassador Zalmay Khalilzad told reporters at the UN. ``The time has come to take a look at additional pressure, to ratchet up the pressure to bring about a change in the Iranian calculation.''

French and German envoys said they would support an ``incremental'' tightening of sanctions imposed on Iran in an attempt to halt uranium-enrichment and open its nuclear program to more scrutiny. ``I didn't use that word,'' Khalilzad said, while declining to speculate on what the U.S. would propose in a new measure on Iran.

The International Atomic Energy Agency said it is learning less about Iran's atomic work than before the Security Council imposed sanctions, increasing concern that Iran may be diverting uranium for military purposes.

The Vienna-based agency's ``level of knowledge of certain aspects of Iran's nuclear-related activities has deteriorated,'' read a four-page report released today. The deputy chairman of Iran's Atomic Energy Organization, Mohammad Saeedi, told the official Iranian news agency that there is no obstacle to legal inspections of nuclear facilities by the IAEA. Saeedi said Iran had suspended some of its cooperation because its rights are being ignored by the UN.

The Security Council backed resolutions in December and March that imposed penalties on Iran for its refusal to stop its nuclear development work.

`Background Music'

German Ambassador Thomas Matussek described U.S. pressure for tougher sanctions as ``background music'' that the Europeans and the other Security Council member governments should resist.

``We really are in a very, very difficult and sensitive moment of time and we have to keep working and looking at all the possibilities,'' Matussek said. ``The solution cannot come from the sanctions track.''

The Security Council voted on March 24 to ask all UN member nations to ``exercise vigilance and restraint'' in the supply, sale or transfer of weapons to Iran and to deny Iran training or financial assistance that would be used to procure weapons. The measure said nations and international lenders such as the World Bank should stop giving grants, loans or other financial aid to Iran, except for humanitarian or development purposes.

Russian and Chinese envoys, whose governments have resisted sanctions, reacted cautiously to the IAEA report, repeating their position that a negotiated settlement of the matter is needed.

Paris Talks

Chinese Deputy Ambassador Liu Zhenmin said envoys of Britain, China, France, Germany, Russia and the U.S. would meet before the end of May in Paris to discuss a diplomatic solution and ``if talks fail, what could we do in the Security Council.''

Other envoys said work in New York on a new resolution would await the June 6-8 Group of Eight summit of major economies in Germany and a meeting before the end of May between Ali Larijani, Iran's top nuclear negotiator, and European Union foreign policy chief Javier Solana.

``There is nothing much left to impose sanctions,'' Ambassador Dumisani Kumalo of South Africa, a Security Council member said. ``We have to rethink. We have to talk to them.''

`Atmosphere Has Changed'

Matussek said while the U.S. and the European governments don't fully agree on tactics, talks on a new resolution should be easier with Khalilzad leading the U.S. mission. Khalilzad is a Muslim born in Afghanistan who has served as U.S. ambassador to Afghanistan and Iran.

``With the new ambassador here the atmosphere has changed in the sense that it makes it much easier to think of solutions together, to work as a team,'' Matussek said. ``He is a team player.''

Khalilzad's predecessor as U.S. envoy, John Bolton, was regarded by many diplomats as having a divisive impact on negotiations.

Iran suspended inspector access to military and research sites last year after the IAEA sent the country's case to the Security Council. The IAEA report found that Iran continues to enrich uranium, ignoring a 60-day deadline to stop issued by the Security Council on March 24. Iran has fed uranium gas into more than 1,300 centrifuges at its fortified underground enrichment plant in Natanz, according to the IAEA.

Centrifuges spin at high speeds, separating uranium isotopes that can be used to fuel nuclear power plants or arm an atomic weapon. Iran says it wants the uranium to generate electricity. The U.S. suspects Iran wants to build a bomb.

Iran pursues relocation of UN HQs

The bill, which has been signed by 214 MPs, is seen as a reaction to the US ineptitude to host the international body.

Following is the full text of the bill:

In the Name of Allah

Mr. Speaker of the Islamic Republic of Iran's Parliament, this bill signed by 214 MPs has been proposed for ratification process.

Introduction (Reasons for necessity of the bill):

The US administration has violated the United Nations' charter on numerous occasions. Below is a brief outline of those violations:

-Production, proliferation, and stockpiling of weapons of mass destruction and massacre of thousands of people in Hiroshima and Nagasaki.

-Violating the sovereignty of independent countries such as Grenada, Panama, Haiti, etc.

-Military invasion of Iraq under the pretext of Iraq's weapons of mass destruction despite the United Nations' opposition, and military invasion against Afghanistan under the pretext of fighting the Taliban militia, who had gained power in Afghanistan with the support of the United States.

- Arranging coups in different countries, oppressing freedom seekers, and catapulting despotic, tyrannical regimes to power in those countries including Iran, Chile, Argentina, the Philippines, etc,

-Setting up international torture centers in places like Guantanamo Bay, Abu Ghraib along with tens of other secret prisons across Europe that do not honor any rules or regulations.

- All-out support for repressive unelected governments, particularly in the Middle East, Latin America, South Asia; unconditional support for the illegitimate Israeli regime, and using the veto power in support of the Zionist regime's heinous crimes against humanity, particularly Washington's official stance in disapproving a cease-fire deal to end the 33-day Israeli invasion against Lebanon, and supporting continued genocide for instance the massacre of people in Qana by the Zionist regime.

- Organizing and funding the internationally recognized terrorist groups across the globe, the foremost among them, the Taliban militants in Afghanistan and terrorist group Mojahedeen Khalq Organization (MKO) in Iran

- Taking advantage of its position as the United Nations' host which has led to the issuance of unfair statements and resolutions and undermined the UN performance and extensive espionage eavesdropping operations against international delegations in certain cases.

-The United States has hampered the traveling of delegations from certain independent countries which have prevented them from attending certain events and deprived them of their rights. The latest instances of such irresponsible behaviors include the American officials' reluctance to provide visas for several Iranian official figures, including the Iranian parliament speaker, Minister of Health and Medical Education and the Minister of Interior Affairs.

With regard to such a 'black' and 'anti-humanitarian' record, the US government, without any doubt, lacks the fundamental qualifications to host any international organization, especially a world body with the size and magnitude of the UN General Assembly. Therefore, taking the following insightful remarks by the founder of the Islamic Revolution, the late Imam Khomeini, into consideration, the compilers of this bill present it to Iran's Islamic Consultative Assembly.

The late Imam Khomeini (With reference to the US government's oppressive policies in the international arena) has said, "We have devised our own framework which supports justice and attacks oppression. We will defend the just and combat the unjust. This is the new foundation we have created and hopefully some others will emerge to reshape all the international organizations, especially the UN and its General Assembly, on this basis rather than under the influence of the capitalists and plutocrats who condemn any country they like. "

The title of the bill:

"The bill to relocate the UN headquarters venue from its present site in the US to another place"

The subject of the bill:

Single article: The government of the Islamic Republic of Iran is mandated to examine all avenues to relocate the United Nations Headquarters from its current place on the US soil to a neutral country, through adopting an active diplomacy and marshalling the support of other independent and sovereign countries, and report the developments to the Parliament every six months.


کوچک‌زاده و طرح انتقال سازمان‌ملل از آمريکا!

خبرگزاري انتخاب : نماينده مردم تهران در مجلس از جمع‌آوري امضا براي طرح پيگيري انتقال دفتر سازمان ملل متحد از نيويورك آمريكا در مجلس خبر داد.

به گزارش ايسنا، مهدي كوچك‌زاده امروز (يك‌شنبه) در گفت‌وگو با خبرنگاران گفت: هم اكنون اين طرح 214 امضا دارد و پيش‌بيني مي‌شود تعداد امضا كنندگان افزايش يابد.

در مقدمه اين طرح كه براي طي كردن مراحل تصويب به هيات رييسه مجلس ارائه شده آمده است:

« اقدامات و عملكرد دولت آمريكا در موارد متعدد، كه ذيلا به بخش كوچكي از مصاديق آن‌ها اشاره مي‌شود، برخلاف و ناقض مفاد منشور سازمان ملل متحد است:

ـ توليد، گسترش و ذخيره‌سازي سلاح‌هاي كشتار جمعي و استفاده از سلاح اتمي و قتل عام هزاران تن از مردم هيروشيما و ناكازاكي؛

ـ نقض حاكميت كشورهاي مستقل كوچك مانند گرانادا، پاناما، هاييتي و ...؛

ـ تجاوز نظامي به عراق به بهانه‌ وجود سلاح‌هاي كشتار جمعي در اين كشور با وجود مخالفت سازمان ملل و حمله نظامي به افغانستان به بهانه مقابله با طالبان كه با حمايت دولت آمريكا بر افغانستان حاكم شده بودند.

ـ هدايت كودتا عليه مردم كشورها، سركوب نيروهاي آزادي‌خواه و روي كار آوردن حكومت‌هاي ديكتاتور و خون‌ريز در كشورهاي مختلف از جمله ايران، شيلي، آرژانتين، فليپين و ...؛

ـ ايجاد شكنجه‌گاه‌هاي بين‌المللي در گوانتانامو، ابوغريب و ده‌ها زندان مخفي در خاك اروپا كه تابع هيچ ضوابط و مقرراتي نيستد؛

ـ حمايت هميشگي از دول مستبد و غيرمتكي به آراء عمومي، به ويژه در خاورميانه، آمريكاي لاتين و آسياي شرقي و پشتيباني بي‌قيد و شرط از رژيم نامشروع و اشغالگر قدس و استفاده مكرر از حق و تو در حمايت از جنايات ضد بشري اين رژيم كه به ويژه موضعگيري رسمي آمريكا در مخالفت با آتش بس در جنوب لبنان در جنگ سي‌ و سه روزه و تاكيد بر ادامه نسل كشي كه حمايت از كشتار قانا توسط رژيم صهيونيستي نمونه اخير آن است؛

ـ سازماندهي و حمايت از گروه‌هاي تروريستي در گوشه و كنار عالم از جمله گروه متحجر و تروريست طالبان در افغانستان و گروهك تروريستي منافقين در ايران و ...؛

ـ سوء استفاده از موقعيت ميزباني سازمان ملل و شوراي امنيت كه منجر به صدور بيانيه‌ها، قطعنامه‌هاي غيرعادلانه و كوتاهي در انجام وظايف قانوني اين سازمان‌ها شده است و نيز اقدام به جاسوسي گسترده و شنود مكالمات هيات‌هاي نمايندگي در اين سازمان؛

ـ كارشكني و اخلال دولت آمريكا در سفر هيات‌هاي ديپلماتيك كشورهاي مستقل و آزاديخواه به سازمان ملل كرارا موجب لغو حضور نمايندگان كشورها در اين مجامع و استفاده از حق قانوني شان شده است. از آن جمله است صادر نشدن جواز سفر رييس مجلس شوراي اسلامي، وزير بهداشت و درمان، وزير كشور، همراهان رييس‌جمهوري اسلامي ايران در سفر اخير؛

با عنايت به چنين پرونده‌ سياه ضد بشري بديهي است كه دولت آمريكا صلاحيت ميزباني سازمان‌هاي بين‌المللي به خصوص مجمع عمومي سازمان ملل متحد را ندارد

در ماده واحده اين طرح نيز آمده است: دولت جمهوري اسلامي ايران مكلف است با اتخاذ ديپلماسي فعال موضوع انتقال مقر دائمي سازمان ملل از خاك آمريكا به يك كشور بي‌طرف را با جلب همكاري ديگر كشورهاي مستقل و آزاديخواه پيگيري و گزارش پيشرفت كار را هر 6 ماه يك‌بار به مجلس ارائه كند
