The Iranian government's latest act of oppression against the nation's women has taken the form of a high-profile police drive to enforce "correct" Islamic dress codes. In its first few days, last week, the "bad hijab" crackdown netted several thousand young women on the streets of Tehran, with many receiving a warning and several hundred being arrested. Policewomen dressed in black chadors bundled detainees into buses that had been stationed on street corners in advance, before carting them off to police stations. The women were accused of presenting an immodest appearance - allowing their hair to show beneath the obligatory headscarves, wearing manteaus too short to conceal their hips, or wearing tight, revealing jeans and heels.
At issue are alleged offences against Islam and sharia law. But the reality is somewhat more complicated. In Iran, the comfort of women is a source of male discomfort.
Sae'ed Mortazavi, Tehran's public prosecutor, made this clear when he told the Etemad newspaper: "These women who appear in public like decadent models, endanger the security and dignity of young men". Mohammad Taqi Rahbar, a fundamentalist MP, agreed, saying, "Men see models in the streets and ignore their own wives at home. This weakens the pillars of family."
A spokesman for President Mahmoud Ahmadinejad has tried to distance his boss from this politically embarrassing controversy. And the fashion purge has not gone entirely unchallenged. Some academics have been arguing that hijab standards should be maintained by persuasion rather than force. But, as usual in Iran, the police, like other arms of the pervasive security apparatus, do not appear to have taken any notice.
The "bad hijab" crackdown has happened in a country where the historical tendency to treat women as the property of their fathers and husbands has never really gone away. Iranian women's lack of equality is written into law, and, in a thousand customary ways too, they face daily, crushing discrimination.
Bring up the inequalities that Iranian women face, and many Iranians will point out that in some Arab Muslim countries, such as Saudi Arabia, treatment of women is comparatively worse. In Iran women can vote, stand for most public offices, drive, even smoke in public. It is also argued that social boundaries, (relaxed during the reformist presidency of Mohammad Khatami from 1997 to 2005), have not assumed their former rigour despite fears that they would do so following the fundamentalist victory of two years ago, when Ahmadinejad was elected president.
In pre-Khatami times, and especially during the latter years of Ayatollah Ruhollah Khomeini, founding father of the Islamic republic and Supreme Leader of Iran between 1979 and 1989, modern western dress was not tolerated at all, fewer women's sports were allowed, and sentences of stoning to death for adultery were more common.
Life is better for women in Iran now, but inequalities persist. For example, their inheritance and divorce rights are inferior to those of men, so, when a family legacy is divided, the women get less than the men. Women need written authorisation from their father or husband to get a passport; their court testimony is considered half as weighty as a man's; and they may be forced to submit to male polygamous relationships, which are allowable (although increasingly rare) under sharia law.
Women are encouraged to go to university and stay on to do higher degrees, but not, it is widely believed, to actually join the workforce (where, it is claimed, they are often omitted from official unemployment figures). While professional jobs are scarce for men and women alike, there is cultural and social pressure on girls to stay at home or get married once they finish full-time education. A fully qualified female civil engineer, for example, said she had a choice of teaching or getting married when she graduated. The idea of her actually being allowed to go out and build a dam or a bridge was laughable. In the event, she emigrated to the US and got divorced.
And, just in case a woman should forget her place, if she travels on public transport, she must go to the back of the bus. Even on the hottest, busiest days in Tehran, women of all ages can be seen crammed into the back, many wearing full black chadors, mostly standing shoulder to shoulder, burdened with shopping bags, while the less crowded front of the vehicle is occupied by men, apparently oblivious to the situation behind them.
Social rules also demand that a woman must not shake hands with a male acquaintance, in public at least. And, to avoid offence, or worse, she is well advised to look demure and keep her eyes down. To behave differently is to invite disrespect or even harassment and arrest by the ubiquitous Basiji militiamen, a several million-strong officially approved vigilante force that styles itself as the guardian of Islamic mores.
Many women bravely defy these rules where they can. And many Iranian men, especially the younger ones, are aware of the injustices and absurdities and do what they can to forge relationships based on equality.
Talking to Jina (not her real name), a 24-year-old student of English literature at a Tehran university, it is difficult to be optimistic about the prospects for young women.
Jina says she loves her studies. She would like to pursue an MA, then a PhD, and her father is supportive. But her face clouds as she speaks. "I don't know what job I can do, what job they [the government] will allow me to do. There are so few chances for women and so many people are out of work ... But it's no use protesting. All my friends feel the same."
She would like to travel to the west, she says, to visit London and the US, to see for herself where Jane Austen and F Scott Fitzgerald lived. The Great Gatsby is a familiar text for Iranian students, but it is taught not for the beauty of its language but to demonstrate the decadence of western society and morals.
The chances of Jina and most of her generation making such a journey, symbolic or otherwise, are slim to non-existent under the present political dispensation. More enlightened senior clerics, such as Grand Ayatollah Yusef Sa'anei, whose fatwas (religious rulings) argue the case for gender equality, are ignored by the ruling fundamentalists. (In one of his most significant fatwas, Ayatollah Sa'anei ruled that competence and piety outweighed masculinity as criteria in considering appointments. "Islamic law does not allow any discrimination on the basis of race, nor does it condone discrimination on the grounds of sex and ethnicity," he declared.)
Iranian women are still a long way from equality, and fighting for their rights is a perilous task. Last June an estimated 100 women staged an equal rights demonstration in central Tehran. Several dozen were arrested and some were recently jailed, provoking protests from international human rights organisations. They and other activists are being supported by the One Million Signatures Campaign, which was launched last August. Apart from highlighting the plight of those in jail, the campaign seeks to advance the cause of equal legal rights for women in Iran.
"Iranian law considers women to be second class citizens and promotes discrimination against them," say campaign organisers. "Women of lower socio-economic status or women from religious and ethnic minority groups suffer disproportionately from legal discrimination. These unjust laws have promoted unhealthy and unbalanced relationships between men and women and have had negative consequences on the lives of men as well."

شما تنها نيستيد. مردم آگاه و باايمان ايران اسلامي به وجود چنين عالم عاملي كه قطعا بعد علمي، ايماني و فرهنگي ايشان گستردهتر از بعد انتظامي ايشان است، افتخار ميكنند و بنده نيز به عنوان يك سرباز كوچك عرصه فرهنگ و هنر، خداوند بزرگ را شاكرم كه فرد عالم، مدير و مدبري چون جنابعالي راهبري نيروي انتظامي ميهن عزيز ما را به عهده گرفته است و به عنوان يك شهروند كه به فضاي فرهنگي- اجتماعي كشورم اهميت ميدهم و به فرداي ايران سرافراز علاقهمندم و به فرزندان عزيزمان دلبستهام كه آينده ايران اسلامي هستند، بدون ترديد به ضرورت ايجاد يك فضاي عفيف، نجيب، شاد، زيبا و باطراوت به عنوان اولين شرط رشد و تعالي كشور واقفم و اين امر ميسر نميشود مگر زير سايه دو مهم از ياد رفته يعني "امر به معروف" و "نهي از منكر" كه بخش مهمي از آن وظيفه، مربوط به نهاد محترم نيروي انتظامي است و از اينكه ميبينيم شما با حفظ تمام حدود شرعي با تكيه بر تحقيق و روش علمي وارد مبارزه با تهاجم فرهنگي و شكل كثيف و دريدهتر از آن يعني "ناتوي فرهنگي" شدهايد، صميمانه از شما و ساير همكارانتان در آن نيرو سپاسگزاري ميكنم.
مبارزه با بدحجابي و برخورد قانوني با آن حداقل كاريست كه بايد در تمامي نقاط كشور و در تمامي فصول صورت گيرد؛ چنانچه با فساد و مفسدان. و نيز بيتوجهي و اهمال قواي ديگر در اين رابطه نبايد شما و همكاران شما را از راهي كه در پيش گرفتهايد، بازدارد، كه نميدارد.
شرايط موجود در تمامي زمينهها و عرصههاي اجتماعي از اينكه مطابق با خواست دشمن تخريب نشده، جاي شكر دارد و از اينكه ميتوانسته و ميتواند بسيار بياشكالتر و كممشكلتر از وضع فعلي باشد نيز براي همه قاصران و مقصران از هر سه قوه و همه حوزهها و عرصههاي تأثيرگذار در امر فرهنگ جاي تأسف و تذكر دارد. بعيد است در عرصه بدحجابي، چه آنان كه از جمله آسيبديدگان فرهنگي هستند و چه آنان كه آسيبرسانان فرهنگي بدحجابي هستند، حتي كمتر از 10 درصد آنان در غير از مدارس و دانشگاههاي داخلي تحصيل كرده باشند؛ پس اولين تذكر را بايد به آموزش و پرورش، آموزش عالي، ارشاد اسلامي، حوزه هنري، رسانهها و . . . بدهيم. اينان كه امروز بازيچه وسوسههاي دشمن قرار گرفتهاند و خود به عنوان يك آسيبرسان فرهنگي اين بيماري واگيردار شوم را به ديگران منتقل ميكنند ثمره كشت و كار فرهنگي ديروز رسانهها، نهادهاي آموزشي، فرهنگي، هنري و . . . خود ما هستند. در عرصه فرهنگ و تمدن اگر فرهنگي گرفتار عافيتطلبي شود و از توليد "پادتن" يا "گلبول سفيد" براي مقابله با آسيبها غافل بماند، يقينا مورد هجوم واقع خواهد شد. اگر در عرصه فرهنگ فعال برخورد نشود، لاجرم موضع انفعالي آخرين سنگري است كه دشمن آن را در درون خانهي ما به ما تحميل خواهد كرد. سالهاست كه بايد تمام نهادهاي فرهنگي، هنري، اجتماعي، علمي و آموزشي ما به طرق مختلف ميگفتند كه آزادي در مكاتب الهي و اسلام عزيز يعني رهايي انسانها از وسوسههاي شيطاني و نفس اماره و رسيدن به علم و معرفت و تعالي در حاليكه آزادي در مكتب ليبرال دموكراسي غربي يا تمدن انگلوصهيونيستي يعني آزادي شياطين براي وسوسه انسانها جهت استثمار و بهرهكشي از آنان. سالهاست كه بايد ميگفتيم و عرضه ميكرديم و تشويق ميكرديم كه برازندگي، زيبايي، شادابي و طراوات "آري" اما بيعفتي، نانجيبي، خشونت، خباثت و معصيت "نه".
سالهاست كه بايد ميگفتيم و در عمل نشان ميداديم كه همهي نهادهاي حكومت اسلامي علما و عملا به اسلام ناب محمدي(ص) پايبند هستند و "نؤمن ببعض و نكفر ببعض" نيستند. رشد بسياري از اين بدحجابيها و مفاسد ديگر را بايد از بدمستيهاي ناشي از ثروتهاي بادآورده حاجيزادهها و آقازادهها و از درون كاخهاي تو در تو و شايد آپارتمانها و ويلاهاي ينگه دنيايي مترفين داخلي جستوجو كرد. بايد پديده شوم "آقازادهها و حاجيزادهها" را جدي ميگرفتيم و بگيريم.
حتما شما بهتر ميدانيد بسياري از همين جوانان كه از مصاديق بدلباس و بدحجاب محسوب ميشوند نيز از نظارت حكومت اسلامي بر فضاي جامعه كه آنان را در برابر جنگ رواني دشمن مصون خواهد نمود، استقبال خواهند كرد؛ چون بر اساس تحقيقات علمي بسياري از جوانان براي يافتن مرزهاي مجاز و ممنوع پوشش و لباس، خود را مورد آزمايش قرار ميدهند يا براي اعتراض به مفاسد ديگر اجتماعي بدينگونه دست به انتخاب چنين پوششهاي ميزنند و يا . . . در سالهاي گذشته بين اعلام مقررات و قوانين اجتماعي و اعمال آن فاصله معنيداري را مشاهده مينمودند يقينا اين گروه از مخاطبان با مشاهده عزم و برخورد قانوني هميشگي و مستدام نيروي انتظامي و از اينكه به ياري خداوند در آيندهاي نه چندان دور فضاي جامعه به يك امنيت پايدار "شكلي" خواهد رسيد، قطعا سپاسگزار خواهند شد و خود از مبلغان طرح "جامعهي برازنده و نجيب" شما قرار خواهند گرفت.
سردار عزيز! بدون شك هركس داراي كوچكترين عقل يا كمترين علاقهاي به آينده كشور باشد از عزم و عمل شما دفاع خواهد كرد چه برسد به عقلا و عاشقان ايران اسلامي. اما فقط جهت تذكر عرض ميكنم چراكه ميدانم به خوبي ميدانيد و شيوه و تلاش شما در يك سال و اندي در گذشته نشان ميدهد كه از رهروان خط عدل و تعادل هستيد و به افراط و تفريط كشيده نميشويد كه افراطيگري و تفريطيگري هر دو توصيه شيطان بزرگ است و آمريكا نيز فرزند شيطان پير يعني انگلوصهيونيستهاست .استعمارگر پير نيز در تمام نقاط تحت استعمار خود با تقويت دو گروه افراطيها و تفريطيها جوامع را به دو گروه رودررو تقسيم نموده است و به جان هم انداخته و در نهايت خود به عنوان ناجي و مصلح وارد ميشده و همه را سركيسه ميكرده است؛ در حالي كه طبق راه انبياء و اوصيا و مكاتب الهي و دين مبين اسلام راه ميانه و راه اكثريت و گستره مؤمنان بيادعا و متواضع، راه راست است و هر دو گروه افراطيها و تفريطيها را بايد مورد تذكر قرار داد و نظارت نمود و هميشه مورد هدايت قرار داد تا بتوانيد گروه وسيع مطلوب و مقبول جامعه را در عين هدايت مورد حمايت و تشويق قرار دهيد. متأسفانه در اين سالها در بسياري موارد و اوقات اين گروه وسيع ميانه فراموش شدهاند.

رییس قوه قضاییه ایران به برخوردهای اخیر نیروی انتظامی با زنان و جوانان اعتراض کرد.
طرح مبارزه با بد حجابی که از نخستین روز اردیبهشت ماه از سوی نیروی انتظامی به اجرا در آمده است با مخالفتهای گستردهای روبرو شده است.
او در اولین گردهمایی استانداران سراسر کشور گفت: "همه مسئولان و دستگاهها باید از مدلهای روز دنیا در برخورد با آسیبهای اجتماعی بهره گیرند و به دنبال بومی کردن این مدلها در داخل کشور باشند".
آیت الله شاهرودی خواستار اعتدال دستگاههای مسئول شده و افزود: "در برخورد با این آسیبها باید نهایت دقت صورت گیرد. ما باید سیاست خود در برخورد با این آسیبها را پیشگیری از وقوع این آسیبها قرار دهیم تا درمان آن. خیلی اوقات برخوردهای شدید جواب عکس میدهد. هم قضات و هم بخشهای اجرایی بهخصوص نیروی انتظامی باید دقت کنند تا در تب و تاب برخورد، کاری نشود که نتیجه عکس دهد".
هاشمی شاهرودی گفت: "البته باید با برخی جرایم نظیر جرایم سازمانیافته، اشرار و مافیاها برخورد سخت صورت گیرد اما اگر در مواقعی که میتوان فردی را به کلانتریها و پاسگاههای انتظامی نبرد، نباید پای وی را به کلانتریها کشاند. کشاندن پای زنان و جوانان به کلانتری غیر از ضرر اجتماعی منفعتی ندارد".
وی به موضوع و برنامهای كه نیروی انتظامی اخیرا اجرای آن را در دستور كار قرار داده، اشاره كرد و گفت: "موضوع فرهنگ عفاف، قانون كشور است و این قانون كه طرح جامعی است، باید درست و صحیح اعمال شود".
هاشمي شاهرودي، از "تشكيل ستادهاي مشترك ميان نهادهاي مسوول" به عنوان يكي از راهكارهاي برخورد با آسيبهاي اجتماعي ياد و تاكيد كرد: در مواردي كه ستادهاي مشترك ايجاد شد، فعاليتها چند برابر شد و رضامندي مردم نيز افزايش يافت.
وي افزود: بدون تشكيل اين ستادهاي مشترك، به اهداف سند چشمانداز ۲۰ ساله كل كشور نخواهيم رسيد.
رييس قوه قضاييه با سخن كه "سياست پيشگيري در علاج آسيبهاي اجتماعي بر سياست برخورد با اين گونه آسيبها تقدم دارد"، با ذكر مثالي به تبيين اين موضوع پرداخت.
وي گفت:يكي از قضات در يكي از استانهاي كشور، دانش آموز ۱۷سالهاي را كه در خانوادهاي متدين تربيت يافته و جزو شاگردان خوب مدرسه بود، به علت يك درگيري به بازداشتگاه موقت فرستاد و اين جوان دانشآموز چند روز در زندان ماند.
هاشمي شاهرودي افزود:برخي از زندانيان در مدت بازداشت آموزشهاي لازم را به اين جوان ارائه دادند به گونهاي كه وي يك هفته پس از آزادي، دوباره دستگير و روانه بازداشتگاه شد ولي اين بار اتهام او حمل و جا به جايي مواد مخدر بود.
رييس قوه قضاييه تاكيد كرد:اگر سياست پيشگيري بر برخورد مقدم باشد، اين گونه اقدامات خلاف اصل پيشگيري است و بايد از آن اجتناب كرد.
هاشمي شاهرودي گفت: كساني كه حتي پايشان به مراكز انتظامي و زندان باز نشده باشد، حتيالمقدور نبايد آنها را به اين مراكز كشاند زيرا منجر به آسيب بزرگتر اجتماعي ميشود.
وي افزود: بايد از رويههاي مطالعه شده در برخورد با آسيبهاي اجتماعي استفاده كنيم و همه جنبهها را در اين مسير در نظر بگيريم و چنانچه به اصلاح قوانين و مقررات نياز باشد، آنها را اصلاح كنيم.
رييس قوه قضاييه گفت: البته قوانين و مقررات قابل اصلاح در اين زمينه وجود دارد و ساختارها نيز بايد اصلاح شود تا نگرشهاي مشترك ايجاد شود.
هاشمي شاهرودي افزود: بسياري از مواردي كه در مدارس و مكانهاي عمومي وجود دارد از قبيل ورود و خروج كارمندان به ادارات بايد بررسي شود و چنانچه بخواهيم با آسيبهاي اجتماعي مبارزه كنيم، بايد در اين موارد تجديد نظر شود، منشاء بسياري از ناهنجاريها، بيبندوباريهايي است كه دراين بخشها انجام ميشود.
وي به موضوع فرهنگ عفاف و برنامهاي كه نيروي انتظامي اخيرا اجراي آن را در دستور كار قرار داده، اشاره كرد و گفت: موضوع فرهنگ عفاف، قانون كشور است و اين قانون كه طرح جامعي است، بايد درست و صحيح اعمال شود.
رييس قوه قضاييه همچنين ازطولاني بودن نظام آموزشي در مدارس كشور انتقاد كرد و گفت: چه اصراري وجود دارد كه نظام آموزشي طولاني باشد و دانش آموزان معطل شوند.
هاشمي شاهرودي افزود: در نظام آموزش و پرورش، سنين تحصيلي نقش مهمي در اصلاح جامعه دارد و در برخي از كشورها نيز اين روش اعمال شده است كه جوانان تا سنين ۲۰سال مدرك كارشناسي را بگيرند و آماده كار و ازدواج شوند.
وي گفت: اين سن در كشور ما حدود ۲۷سالگي است و نشان ميدهد كه يك جوان ۱۰تا ۱۵سال بهترين دوران عمر خود را محصور است.
وزير كشور نيز در اين مراسم در سخناني بر ضرورت تعامل و همكاري ميان دستگاههاي مختلف براي تحقق سياستهاي نظام تاكيد كرد.

Shiraz university students were angry about new rules banning sleeveless T-shirts, even inside all-male dorms.
The protest came as the judiciary head warned police that an excessively ferocious campaign could backfire.
Police say they stopped more than 1,300 women for dressing immodestly on the first day of the campaign in Tehran.
More than 100 women were arrested on Saturday; half of them had to sign statements promising to improve their clothing, the other half are being referred to court.
The focus of the new campaign is to stop women wearing tight overcoats that reveal the shape of their bodies or showing too much hair from beneath their headscarves.
However, young men have also been arrested for sporting wild hair styles or T-shirts considered immodest.
Local news agency reports say the protesting Shiraz students on Sunday night were calling for the resignation of the university chancellor.
Serious crackdown
There is always a crackdown at the start of summer as women start wearing more skimpy clothes because of the hot weather.
The police complain that some young women strut the streets looking like fashion models - and it is not a bad description.
But this year the crackdown seems more serious.
Iranian television has broadcast nightly programmes warning women and young men with sleeveless T-shirts and spiky hair to be more careful about their dress.
The newspapers are full of pictures of women being arrested for their un-Islamic clothing, but foreign journalists have been prevented from filming it.
Backlash
The head of the Iranian judiciary, Ayatollah Shahrudi, has warned that a severe crackdown on un-Islamic dress could have the reverse effect.
Meanwhile, an MP has asked why the police should spend so much time arresting young people and filing court cases against them instead of fighting drug addiction and poverty.
Already taxi drivers say there are fewer women on the streets and it is clear most are dressing more conservatively.
It is not just the young and very fashionable who are being harassed this year, middle aged women and even foreign tourists are being cautioned.
One foreign journalist was stopped and the police complained the photograph in her press card was indecent, even though it was taken by the Ministry of Islamic Guidance.
